I. Employment Stabilization Subsidies for Enterprises in Difficult Industries Largely Affected by the Epidemic

(I) Scope of Subsidized Targets

Restaurants, retail, tourism (referring to the categories of travel agencies and related services, and management of excursion scenic spots), transportation, culture, sports and recreation, lodgings and exhibitions in the seven categories of industries strongly affected by the epidemic, which were set up before Jan. 1, 2022, and have paid the social insurance according to the regulations. (IV) Application Review

1. Eligible enterprises shall submit applications for subsidies to the Human Resources and Social Security Bureau of the district in which the enterprise is registered before (and including) December 31, 2022 (see the Annex for the application form). Failure to submit the application after the deadline will be regarded as automatic abandonment.

2. When reviewing the application conditions of enterprises, the district human resources and social security bureaus shall be based on the types of industries declared by the enterprises themselves when they register for insurance. If the existing information does not meet the needs of dividing the industry type, the district industry authority shall issue an opinion.

3. The District Human Resources and Social Security Bureau shall complete the review and submit the application materials to the District Finance Bureau within 15 working days after receiving the application from the enterprise, and the District Finance Bureau shall allocate the subsidized funds to the enterprise's social insurance payment account or the bank account designated by the enterprise within 10 working days.

II. One-time Employment Subsidy for Employers Who Absorb Employment of Key Groups

(I) Scope of Subsidized Targets

From March 1 to December 31, 2022, enterprises and social insurance companies in the city that absorb people who have been registered as unemployed in the city for 3 months or more or graduates of colleges and universities of the class of 2022 in the city for employment, and have signed a labor contract for 1 year or more, and have paid social insurance in accordance with the regulations, will be given the subsidy. (2) Subsidy Standard

The subsidy standard is RMB 2,000 per person, and the same unemployed person or college graduate can only enjoy the employment subsidy once.

(3) Funding Channels

(4) Application and review

The subsidy is granted to eligible employers in a "no application, no benefit" manner, with the district human resources and social security bureaus comparing the information on employment participation through the system before the 10th day of each month to form a list of eligible subsidized units, and then completing the review and submitting it to the district finance bureau within five working days. The district finance bureau will allocate the subsidized funds to the social insurance contribution account of the subsidized units within 10 working days.

(4) All districts may refer to the provisions of this notice to formulate employment stabilization subsidy policies for other employers and key groups that are greatly affected by the epidemic.
