Article 4 of the Measures for the Administration of Public Security in Hotel Industry

stipulates:

An application for opening a hotel shall be examined and approved by the competent department, signed by the local public security organ, registered with the administrative department for industry and commerce, and allowed to start business only after obtaining a business license.

in case of closure, job change, merger, relocation, name change, etc., the hotel that has been approved to open for business shall file with the local county and municipal public security bureau and public security sub-bureau within 3 days after the administrative department for industry and commerce handles the change registration.
