Nanchong Waterway Administration failed to perform the duty of promoting the scrapping of abandoned ships on beaches, and the supervision of scrapping on beaches was not in place, which led to the phenomenon of illegally occupying abandoned ships on beaches in Langzhong, Peng 'an and Shunqing sections of Jialing River.
