The full implementation of "Rain and Dew Plan" indicates that China's poverty alleviation and development work has developed from the stage of natural resources development to a new stage of simultaneous development of natural resources and human resources.

During the "Eleventh Five-Year Plan" period, about 5 million young and middle-aged poor farmers and about 200,000 retired soldiers in poverty-stricken areas were successfully transferred to employment through vocational skills training; Through entrepreneurship training, about 6.5438+0.5 million cadres and rich backbones in key poverty alleviation and development villages have truly become leaders in building a new socialist countryside in poverty-stricken areas; Through practical agricultural technology training, each poor farmer has at least one labor force to master 1-2 agricultural production technologies with certain scientific and technological content.

Realization method

The implementation of the "Rain and Dew Plan" should be organized and implemented in accordance with the overall requirements of government leadership, departmental cooperation and social participation.

Training of labor transfer for poor young adults. Mainly adopt poverty alleviation departments at all levels to integrate social training resources, publicly identify training bases, and organize training, employment and rights protection services by various training bases (specific implementation guidance will be issued later).
