Cut beef into strips.
Pour soy sauce, sugar and sesame oil into a large bowl, add beef and marinate for 25 minutes, then add a little flour, black pepper, olive oil and water to marinate for 10 minute.
Shred onion, red/green pepper, sliced cabbage, sliced garlic cloves.
Pour olive oil into the pot, bring it to a boil, add garlic slices and stir fry (only a few seconds), add shredded onion after stir fry, sprinkle a little pepper and stir fry until shredded onion is soft.
Stir-fry the beef in the bowl with the sauce until the beef turns evenly brown. Add red/green peppers and cabbage and stir-fry for half a minute.
Pour in a little oyster sauce, stir fry, cover the pot and stew for two minutes until the sauce in the pot turns from thin to sticky.
Beef tenderloin with black pepper cooked according to this recipe may have a sweet taste (because Chinese cabbage itself has a sweet taste), which can be adjusted according to your own taste.
