Custody institutions involve many departments such as industry and commerce, education, public security, fire protection, health, prices, taxation, streets and communities. The government should organize multi-sectoral joint law enforcement, conduct comprehensive investigation and rectification of primary school students' custody enterprises and individual industrial and commercial households, and conduct regular supervision and management on the basis of finding out the base.
