Public security and industrial and commercial administrative departments at all levels shall, according to their respective duties, supervise and inspect the printing activities within their respective administrative areas. Article 4 The responsibilities of the administrative department of printing industry are:
(a) to implement the laws, regulations and rules of the state on the management of publishing, copyright and printing industry, and to formulate specific management systems and measures;
(two) to formulate and organize the implementation of the province's printing science and technology development planning and standardization planning, to carry out technical and quality supervision, and to guide printing enterprises to carry out foreign exchanges and trade cooperation;
(three) responsible for the establishment and registration of printing enterprises, and the examination and approval of designated enterprises for printing books, newspapers and periodicals;
(four) responsible for the management of printing licenses for official publications and informal publications, and organizing the annual inspection of printing enterprises;
(five) in conjunction with the public security and industrial and commercial administrative departments to supervise and manage printing activities, investigate and deal with illegal printing activities and illegal publications according to law, and protect the legitimate rights and interests of publishing, printing and distribution units. Article 5 Official publications mentioned in these Measures refer to books, periodicals and newspapers. , approved by the publishing house or registered and publicly issued by the provincial press and publication management department.
Informal publications refer to knowledge books, newspapers and periodicals that are not published by the publishing unit with the consent of the administrative department and the approval of the provincial press and publication bureau and are issued to the internal use of the unit, and may not be publicly subscribed for and sold. Article 6 The term illegal publications as mentioned in these Measures refers to:
(1) publications that violate the Constitution and laws, endanger national unity and social stability, and are reactionary, obscene and feudal superstitious;
(2) Publications printed in the name of a fake publishing house or forged ISBN, as well as publications printed with ISBN trading and ISBN engaging in publishing speculation;
(3) Publications printed, distributed and sold by non-publishing units without authorization in violation of the state regulations on publication, copyright and printing management;
(4) Publications prohibited by other countries. Seventh administrative departments of press and publication (culture) at all levels should be equipped with full-time or part-time inspectors to supervise and inspect the printing activities within their respective administrative areas. Chapter II Supervision and Administration of Printing Enterprises Article 8 To set up a printing enterprise, an application, examination and approval and registration shall be made in accordance with the following procedures:
(a) with the consent of the press and publication (culture) administrative department at the county level where the enterprise is located, report to the state, prefecture and city press and publication (culture) administrative departments for approval, issue a business license for printing enterprises, and report to the provincial press and publication bureau for the record;
(2) With the above approval documents, the applicant shall go to the public security and industrial and commercial administrative departments to handle the Business License for Special Industries and the Business License for Industry and Commerce as required;
(3) Printing enterprises that undertake official and informal publications such as books, periodicals and newspapers shall, before printing within the scope of printing permission, examine and issue the printing licenses for books and newspapers by the provincial press and publication bureau.
If the printing house in the unit undertakes printing business with foreign countries, it shall go through the relevant formalities in accordance with the provisions of the preceding paragraph.
Printing enterprises that close down, change jobs, merge, split up, move or change their business projects shall go through cancellation or change registration according to the original examination and approval procedures. Article 9 Printing enterprises must strictly implement the management systems of printing, registration, production, inspection, printing supervision, sales supervision, storage and delivery. Units and individuals entrusted with printing shall register the name, address, name, name, content and quantity of the printing unit; If approval is required in accordance with the regulations, the name and number of the approval document shall be registered.
The designated printing enterprises that print formal and informal publications shall submit the printing statistics to the Provincial Press and Publication Bureau on a quarterly basis. Chapter III Printing Management of Books, Newspapers and Periodicals Article 10 Books, periodicals and materials published internally by government organs, organizations, schools, enterprises and institutions must be examined by the competent department and submitted to the provincial press and publication bureau for a "quasi-certificate" before printing. Eleventh designated printing enterprises that have obtained printing licenses for books, newspapers and periodicals must abide by the following provisions:
(a) to undertake official publications such as books, periodicals and newspapers entrusted by publishing units, it is necessary to require publishing units to issue distribution lists, printing lists or registration certificates of newspapers and periodicals;
(two) the printing of internal books, materials and other informal publications entrusted by non-publishing units shall require the printing unit to issue the "Certificate of Quasi-printing" issued by the Provincial Press and Publication Bureau;
(three) printing publications of other provinces (regions) publishing houses and informal publications of non-publishing units must issue a "quasi-confirmation" issued by the provincial press and publication department. Twelfth printing enterprises to print all kinds of official publications and informal publications, must sign a standardized printing contract with the printing unit, and fully implement the contract.
A printing enterprise shall not lease or transfer the paper type and printing plate negatives of the publications commissioned by the printing unit to other units and individuals for reproduction and printing in any way; Without authorization, printed publications shall not be printed, subscribed, distributed or sold.
