Press X to bring up the menu first, then click the equipment bar, then select the weapon, and then click the baton equipment. Exit the menu again, then click shift to take out the baton, walk to the front of the car and keep pressing Z (Note: just press shift with the baton! ), press the shift key to retract the baton immediately after hitting the tone, and then press Z on the car after retracting the baton!
