Signboards mentioned in these Regulations refer to outdoor signboards and plaques with names, shop names, trade names and signs. Fourth outdoor advertising and signboards should follow the principles of overall planning, safety norms, energy conservation and environmental protection, civilization and beauty. Fifth city and county (city, district) people's government should strengthen the leadership of outdoor advertising and signboards. The municipal administrative department of urban management is responsible for the supervision and management of outdoor advertisements and signboards. County (city, district) urban management administrative departments in accordance with the division of functions and powers, responsible for the supervision and management of outdoor advertising and signboards in this area.
The administrative department for industry and commerce shall be responsible for the supervision and management of outdoor advertisements and signboards in accordance with statutory duties.
Urban and rural planning, transportation, public security, urban and rural construction, housing security and real estate management, environmental protection, gardens, communications and other departments and units shall, within the scope of their respective duties, jointly do a good job in the supervision and management of outdoor advertising and signboard setting.
Township (town) people's governments and sub-district offices shall, under the guidance of urban management departments, conduct daily supervision and management of outdoor advertising and signboard setting activities in their respective areas. Sixth advertising associations, chambers of commerce and other industry organizations should strengthen industry self-discipline, standardize industry standards, and create a market environment of fair competition and honest operation.
Encourage outdoor advertising innovation and improve the artistic level of urban advertising. Seventh to encourage and support the development of public service advertising activities. Encourage, support and guide units and individuals to participate in public service advertisements by providing funds, technology, labor, intellectual achievements and media resources.
Public service advertisements should conform to laws and regulations and socialist ethics, and reflect the public interests of the state and society. Chapter II Planning and Setting Article 8 The administrative department of urban management of the city, county (city) and Shangjie District shall, jointly with the departments of urban and rural planning, traffic management of public security organs, transportation and other departments, organize the preparation of special plans for outdoor advertising within their respective administrative areas, and publish them after approval by the people's government at the same level. Once the special plan for outdoor advertising is approved, it shall not be changed without authorization; If adjustment is really necessary, it shall be submitted for approval in accordance with the original approval procedures.
The special planning of outdoor advertising shall conform to the standards of urban and rural planning, road traffic safety and urban appearance, delimit suitable areas, strictly controlled areas and prohibited areas for outdoor advertising, and determine the location, location, form and specifications of outdoor advertising facilities and the spatial proportion of commercial advertisements and public service advertisements.
Signboards should have unified technical specifications and standards. Ninth outdoor advertising special planning should be publicized to the public, and solicit opinions and suggestions from industry organizations, experts and the public through hearings, demonstration meetings and other means. Tenth outdoor advertising should be carefully designed to meet the requirements of urban beauty and night view.
Outdoor advertising settings shall meet the following requirements:
(a) outdoor advertising special planning, outdoor advertising technical specifications;
(2) Road traffic safety regulations;
(3) Requirements for environmental protection and energy conservation;
(four) safety technical specifications and standards. Eleventh outdoor advertising in the form of photoelectricity shall meet the following requirements in addition to the provisions of Article 10:
(a) set in the building wall, set the height does not exceed the top of the building;
(two) shall not be set at a vertical angle to the direction of the road;
(three) in addition to the public information electronic display screen, it shall not be set in a strictly controlled area;
(four) the opening and closing time in accordance with the relevant provisions. Twelfth signs shall meet the following requirements:
(1) Technical specifications and standards such as location, height and width;
(two) the content is limited to the name, shop name, trade name and logo of the unit;
(three) in harmony with the building (structure) and the surrounding environment;
(4) Other technical specifications and standards.
Where multiple units share a place or there are multiple units in a building, the setting of signboards shall be uniformly planned and standardized by the owner or manager of the place or building. Thirteenth in any of the following circumstances, outdoor advertising shall not be set up:
(a) in the state organs, schools, residential buildings, scenic spots, cultural relics protection units, memorial buildings, representative modern buildings or landmark buildings and other building control zones determined by the Municipal People's government;
(two) the use of traffic signal facilities, traffic signs, traffic duty post facilities, road guardrails, pedestrian bridge guardrails, overhead track sound insulation windows (walls), road and bridge collision walls, sound insulation windows (walls);
(three) on the roof of a building, endangering the safety of the building or using dangerous houses;
(four) the use of aircraft, low-altitude floating objects, etc. ;
(5) Extending above or across the road;
(six) the use of street trees or occupy green spaces, parks, rivers, lakes, wetlands, etc ... ;
(seven) hinder the normal life of residents, damage the city appearance or architectural image;
(eight) other circumstances stipulated by laws and regulations.
