Sixth units and individuals are encouraged to adopt new technologies, new processes, new materials, new light sources and low-energy products to set up night lighting facilities.
Units and individuals that have made remarkable achievements and outstanding contributions in the planning, construction and management of night lighting shall be commended and rewarded by the municipal and district people's governments or the competent department of city appearance. Setting up night lighting should be carried out in accordance with the night lighting planning. Night lighting planning shall be organized by the competent department of city appearance in conjunction with the planning department according to the requirements of the overall urban planning and night lighting, and shall be organized and implemented by the competent department of city appearance after being approved by the Municipal People's Government. The district competent department of city appearance shall be responsible for the specific implementation of night lighting planning within its jurisdiction according to the requirements of night lighting planning. (4) Outdoor advertisements, signboards and shop signs shall be in the form of neon lights, floodlights, electronic display screens and light boxes; Outdoor advertisements, signs and shop signs set on the top of buildings shall use transparent and dynamic lighting facilities such as neon lights, and the street-facing parts of shops shall be illuminated by spotlights;
(5) Parks, scenic spots and scenic spots. The night lighting of mountains, rivers, lakes and bridges should fully reflect the characteristics of scenic spots and historical sites and landscape environment, and highlight pavilions, platforms, buildings, pavilions, towers and other buildings. Eleventh night lighting facilities shall be set in accordance with the following provisions:
(a) the night lighting facilities of newly built, rebuilt and expanded buildings (structures) shall be the responsibility of the construction unit, and the required expenses shall be included in the construction cost;
(two) the night lighting facilities of buildings (structures) that have been put into use shall be the responsibility of the owners; The implementation of property management, led by the property management unit to organize the implementation;
(three) roads, bridges, parks, squares and other non-operating public facilities and night lighting facilities in public places are responsible for the management and maintenance units, and the required expenses are included in the construction and maintenance costs;
(four) the night lighting facilities along the street facade and storefront shall be the responsibility of the business unit. Twelfth new construction, renovation and expansion of buildings (structures) should be equipped with night lighting facilities in accordance with these measures, and must be designed, constructed, accepted and delivered at the same time with the main project. When the planning and design scheme and preliminary design are submitted for approval, the opinions of the competent department of city appearance shall be sought.
