second, the size of the city. As a prefecture-level city built earlier in Sichuan Province, Panzhihua ranks among the top cities in the province. According to most of the data disclosed on the Internet, the actual built-up area of Panzhihua ranks among the top five in the province (which can be verified by satellite night scenes), and the actual built-up area of Xichang is only about half that of Panzhihua, and the GDP of Panzhihua's main city ranks among the top three in the province, and Xichang is also only about half that of Panzhihua.
third, traffic status. In the latest 13th Five-Year Transport Plan issued by the state, except Chengdu, which has been positioned as an "international transport hub", only three cities in the province have been positioned as a "national comprehensive transport hub", and Panzhihua is one of them (the other two are Luzhou and Yibin), but Xichang has not mentioned it at all, and its transport status is completely different. It can be seen that the country attaches great importance to the strength and potential of Panzhihua's transportation hub. Accelerating the construction of Panzhihua's transportation hub can also better enhance Panzhihua's traffic radiation to the surrounding areas, including Liangshan (Xichang) and Yunnan, and drive the surrounding areas to get rid of poverty and become rich and well-off;
fourth, radiation ability. Panzhihua, as a highly industrialized and urbanized city that rose during the third-line construction period, benefited from the national investment in the third-line construction at the beginning, and has an education, medical care and scientific research foundation that is obviously stronger than that of the surrounding areas, even at an advanced level in the whole province. Every year, a large number of people from the surrounding areas, especially the southern part of Liangshan, go to Panzhihua for medical treatment, school (especially high school) and work, and the floating population in the urban area reaches more than 2, every year, which shows a strong radiation ability. fifth, urban positioning. The latest Third Plenary Session of the Eleventh Central Committee of Sichuan Province scientifically positioned the development of cities and states in the whole province. Among them, Panzhihua was clearly positioned as "a regional central city in southwest Sichuan and northwest Yunnan and a gateway to the south" and "a comprehensive transportation hub with access to Sichuan", while Liangshan was only positioned as "national unity and progress" and "building a well-off society in an all-round way". Xichang, as a county belonging to Liangshan, was included, and there was no central city or transportation hub at all. Obviously, the city positioning was not the same as Panzhihua. Through the official documents of Sichuan Province and the positioning of Panzhihua as a "national comprehensive transportation hub" at the national level, it can be seen that both the national and provincial levels have a high positioning of Panzhihua, and they clearly support Panzhihua to build a central city or transportation hub, and radiate and drive the development of surrounding areas.
to sum up, isn't it obvious that Panzhihua, a central city and transportation hub, is radiated by developed areas to promote the development of Xichang and even Panxi, southwest Sichuan and northwest Yunnan, or conversely, Xichang, a county-level unit that can't even move the surrounding poor areas, is allowed to promote the development of Panzhihua?
