Provincial development zones. Xiaochi, called Hubei Xiaochi Riverside New District, is located in Huangmei County, Huanggang City, Hubei Province, and is a provincial development zone approved by Hubei Provincial People's Government. Development Zone refers to an economic and technological development zone established within a planned urban area with the approval of the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
