Ningjin County, located in the south of Hebei Plain, is a traditional agricultural county. After the reform and opening up, in Ningjin, not only the rural agriculture has become increasingly prosperous, but also a number of industries and emerging industries such as wire and cable, machinery manufacturing, photovoltaic industry, textile and clothing, and biopharmaceuticals have emerged. After entering the 2 1 century, salt mine resources have been discovered in this vast land full of vitality and are being effectively developed, which is expected to become a new economic growth pole in central and southern Hebei. As a witness of the discovery, exploration, development and construction of salt mine resources, I am always excited when I recall those important scenes.

"We found a salt mine here!"

The news spread all over the county like wings.

It has attracted great attention from the provincial government and China National Salt Industry Corporation.

Autumn is the harvest season, and the industrious and intelligent people of Ningjin not only reap the fruits of bumper harvest, but also gain new hope.

One day on June 5438+ 10, 2004, I received a phone call in my office. From the receiver came the voice of surprise and excitement from the village cadre of Beimengzhuang in Sizhilan Town: "Huabei Oilfield found a salt mine when drilling wells in our village, and we also have a salt mine here!" Putting down the phone, the driver and I rushed to the scene quickly. The toolpusher and technicians introduced the situation to us, and took mud for testing on site. In the following days, we visited oilfield geologists many times and consulted a lot of geological data, and concluded that the vast area more than 20 kilometers northeast of Ningjin County is rich in salt resources.

The news of the discovery of salt mines in Ningjin spread like wildfire, which attracted the attention of the national salt mine development enterprises. In September, 2005, Hubei Hongbo Salt Company sent Vice President Hong Hu and an engineer to our county to discuss. The county magistrate held talks with Zhao Jin, deputy county magistrate in charge of industry. Hongbo Salt Industry Company hopes to independently develop Ningjin Salt Mine, and plans to invest 270 million yuan to build an enterprise with an annual salt output of 6,543,800 tons, and build power plants, railways and other supporting facilities around the implementation of salt mine development projects, so as to turn Ningjin into a large modern Yancheng in northern China.

After learning this situation, Hebei Salt Industry Company requested to jointly develop with Hubei Hongbo Company. Zhang Yanhui, director of the provincial supply and marketing cooperative, and Hu Wenju, manager of the provincial salt company, who used to be secretary of Ningjin County Committee, came to our county for many times to discuss, hoping that Hongbo Company would provide technology and the provincial salt company would jointly develop funds. Hongbo Company abandoned the development of Ningjin Salt Mine, considering that independent mining is difficult and belongs to other provinces, it is difficult to grasp the initiative of development. As a result, Hebei Salt Industry Company obtained the qualification to enter Ningjin to develop salt mines, which opened the prelude to salt mine development.

Ningjin county party committee and government attached great importance to this new industry, and established the salt mine development headquarters, with the county party committee secretary as the political commissar and the county magistrate as the commander. There is an office under the headquarters, which is located in the oil support office (county support oilfield construction office), and I am also the director of the office. Zhang Donghua, the county magistrate, clearly pointed out that salt mine development should be taken as a major event, and the county petroleum sub-bureau will set up a salt mine sub-bureau from now on to undertake the specific work of salt mine development in the county, coordinate the relationship between North China Oilfield and salt mine development enterprises, and handle the specific matters of salt mine development.

At that time, my work was very stressful. Wang Jinsheng, my old leader and vice chairman of CPPCC County, gave me great encouragement. He said earnestly: the development of salt mines is related to the overall situation and is of great significance to Ningjin and even the whole province. This is a historical responsibility. You must do your job well. Liu Yuedou, the chairman of the county, and Wei, the leader of the county, also put forward many good suggestions on my work, which promoted the rapid development of salt mines.

After bidding, in June 5438+February, 2006, Hebei Salt Industry Company set up rock salt exploration right in the eastern part of mainland towns east of Ningjin County. The block is about 4 kilometers long and 4 kilometers wide, with an area of 16.8 square kilometers. Hebei Coalfield Geology Team 2 won the bid to take charge of exploration, and has successfully drilled two exploration wells here. Well 1 is located in Caochang Village, with a depth of 2925m and a pure salt layer thickness of 200m. Well No.2 is located in Zhangjiazhuang Village, with a depth of 2878m and a pure salt thickness of124m. The mineral reserves of this block are 6 billion tons. According to the calculation of saturated brine at 20℃, sodium chloride is ≥ 300g/L, calcium sulfate is ≤ 5g/L, and the mineral grade is 94.8%, which has good mining value.

In addition, according to Zhang Jimin, manager of Hebei Coalfield Geology Team 2, and Zhang Guobin, engineer, the southeast of Ningjin is rich in coal resources, with a reserve of over 500 million tons. Belonging to gas-fertilizer coal, it has the characteristics of high fixed carbon, high volatile matter, low ash and low sulfur, and is especially suitable for chemical coal, which provides a unique material condition for the future construction of Ningjin chemical industrial zone and the combination and complementarity of salt chemical industry and coal chemical industry.

When I first came to the salt mine exploration site, I was very excited to see the exploration well sampling. I rushed forward, like holding my own child, picked up a "salt column" for exploration and sampling and kissed it hard. This bite is salty, very salty, but my heart is sweet, very sweet.

That day, I brought back a salt sample with a diameter of 5 cm for Hao Chensuo, the deputy director of the project, to watch. He carefully washed it with clear water, dried it with absorbent cotton, put it in front of his eyes and admired it carefully, saying to himself, it is as pure and white as my glasses. Zhang Donghua, the county magistrate, displayed it in a conspicuous place in the office like a treasure. Everyone should introduce himself first and show off. His joy is beyond words.

The achievements of salt mine exploration surprised the people of Ningjin, and also alerted the provincial government and China National Salt Corporation to include the development of Ningjin salt mine in the next development plan. In March 2007, Hebei provincial government and China National Salt Industry Corporation signed a strategic cooperation framework agreement in Beijing. Fu Zhifang, then member of the Standing Committee of the Provincial Party Committee and vice governor, Zhang He, then vice governor, and Jiang Deguo, then mayor of Xingtai City attended the signing ceremony to start the cooperation between Ningjin salt mine development, national salt allocation and distribution center and national salt reserve construction. According to the agreement, China National Salt Industry Corporation gives key support to Hebei Zhongyan enterprises in terms of capital, technology and market management, and promises to build Hebei Province into an important salt production base and a logistics distribution center for Zhongyan reserves in northern China.

Smart Ningjin people are not satisfied with only cooperating with Hebei Salt Industry Company, but also taking the road of independent development. Kong Xiangyou, secretary of the county party committee, put forward decisively: We should win over Ningjin's own mineral rights, make a fuss about it and draw the most beautiful pictures by ourselves.

It is not easy to take the road of independent development, rely on salt mineral resources to engage in salt chemical industry and build a salt chemical industry development park. Because it is necessary to re-apply for mining rights, to plan and build the park, to do supporting construction projects such as repairing railways and building power plants, and to plan systematic projects that meet the needs of the park.

North China Oilfield obtained the development right of this area as early as more than 20 years ago. The state stipulates that mineral development cannot overlap, oil is a national strategic material, and North China Oilfield has the right to give priority to development. If the mineral right of rock salt development is set in this area, it means that North China Oilfield will give up oil and gas development in this area.

Because Hebei Salt Industry Company has set up mining rights in this area, it is quite difficult for Ningjin to bid for mining rights again. Deputy Governor Hao Chensuo and I visited Huabei Oilfield many times and had a lot of exchanges with oilfield geologists and leaders of relevant departments. Finally, the oilfield was moved by our urgent mood of developing economy. A leader of the oil field said with emotion: Most other counties need funds to go to the oil field, and they all have problems, while Ningjin needs projects, development and strong support.
