1. Support vegetable production.
Actively transport and secure vegetable seeds, guide seedling enterprises to carry out centralized production and supply of seedlings in an orderly manner, provide seedlings to growers in a timely manner, and urge early sowing and planting. During the epidemic prevention and control period, newly built facilities for vegetable production of more than 20 acres will be given a one-time subsidy of 500 yuan per mu, with a single household subsidy not exceeding 50,000 yuan.
2. Support the production of meat, poultry and eggs.
Every effort will be made to speed up the resumption of pig production, increase beef and mutton output, and strengthen reserves of frozen meat and dairy products. During the epidemic prevention and control period, large-scale pig farms with more than 300 newly fertile sows on stock will be given a subsidy of 100 yuan per newly added reproductive sow, with each subsidy not exceeding 100,000 yuan; for new annual slaughtering capacity Poultry slaughtering and processing plants with a capacity of more than 5 million birds will receive a one-time subsidy of 300,000 yuan per site.
3. Promote the connection between production and marketing of agricultural products.
Actively organize production companies and operating entities to connect with supermarkets, give full play to the role of e-commerce companies in raising materials and connecting production and sales, guide the innovation of main and non-staple food supply models, diversify channels, and carry out personalized side dishes, ordering, etc. services, developing new retail and face-to-face sales. Make good supply arrangements for schools and large factories and mines.
4. Support the construction of "vegetable basket" refrigeration facilities.
During the epidemic prevention and control period, if the investment in new refrigerated facilities exceeds 500,000 yuan, a one-time subsidy of 10% of the investment will be provided, with a maximum of 100,000 yuan; for the purchase of refrigerated transport vehicles with a total price of 100,000 yuan If the purchase price exceeds RMB 10,000, a one-time subsidy of 10% of the total purchase price will be provided, with a maximum of RMB 20,000. We will further establish and improve the government reserve system of living materials during special periods, and continue to do a good job in releasing reserved meat. The price of reserved frozen pork is generally about 10% lower than the market price.
5. Open a green channel for environmental protection approval.
For poultry slaughtering and processing projects deployed across the city, temporary poultry slaughtering and processing projects can be exempted from environmental impact assessment procedures if the site selection is reasonable; for poultry slaughtering and processing projects that will still be used after the epidemic is over, , we can implement the environmental impact assessment “notification and commitment system”, or start construction first and then go through the formalities later.
6. Support agricultural enterprises to resume work and production.
Actively organize the resumption of production of important daily necessities industries such as food, agricultural and sideline products, and accelerate the restoration of production capacity. Agricultural enterprises, agricultural cooperatives, and family farms are encouraged to recruit returning migrant workers and find employment nearby. Compile and publish a catalog of agricultural projects for returning to hometowns to start businesses, and guide and support migrant workers who are willing, able and qualified to return to their hometowns to start businesses. Encourage and guide enterprises in the agricultural product production and processing industry chain and enterprises with surplus labor in industries such as catering and accommodation to carry out inter-enterprise labor transfers to actively solve the problem of labor difficulties. Carry out agricultural "Internet + vocational training" and push a number of targeted online training courses.
7. Ensure the safety and smoothness of green channels.
Include vegetables, meat, eggs, milk, livestock and poultry and their products, aquatic products, grain and oil and other important living production materials as well as breeding livestock and poultry, young livestock and poultry seedlings into the scope of emergency transportation support. Promptly issue allocation and transshipment certificates to enterprises that require free and easy access. Transportation vehicle certificates are exempt from full and return unloaded tolls. Strictly implement the no-stop, no-inspection, no-fee and priority convenient access policy.
8. Strengthen commodity price monitoring.
Improve the monitoring mechanism of the grain and oil market, timely grasp the market supply and price changes of finished grain and oil, and ensure that the supply of grain and oil market is not out of stock and kept in stock. Strictly investigate and punish illegal activities such as shoddy goods, hoarding, and price gouging to ensure price stability. Strengthen the supply of production materials such as pesticides, fertilizers, chemical fertilizers, and seeds, strengthen market monitoring and early warning, and establish a mechanism for timely handling of complaints and reports.
