The term "centralized food processing center" as mentioned in these Measures refers to an enterprise that conforms to the unified planning and establishment of the municipal and district people's governments, can provide production and business premises for a number of small food workshops, and implement unified service and management for the production and business activities of small food workshops in its premises. Article 4 The municipal and district people's governments shall implement centralized management of small food workshops within their respective administrative areas, and guide small food workshops to enter food centralized processing centers to engage in production and business activities in accordance with unified planning.
Small food workshops should produce and operate according to law, consciously abide by the food safety management system, and cooperate with the management of food centralized processing centers to ensure food safety.
Centralized food processing centers shall engage in business management activities according to law, establish and improve food safety management systems, and ensure food safety. Article 5 The municipal and district people's governments shall uniformly lead, organize and coordinate the supervision and management of small food workshops and centralized food processing centers.
The municipal and district market supervision and management departments shall supervise and manage small food workshops and centralized food processing centers within their respective administrative areas, and other relevant departments such as health, ecological environment and public security shall be responsible for the related work of small food workshops and centralized food processing centers within their respective administrative areas according to their respective functions and duties.
The Town People's Government (street offices) shall assist the market supervision and management departments to supervise and manage the food safety of small food workshops and centralized food processing centers within their respective administrative areas. Article 6 The municipal and district people's governments shall incorporate the centralized management of small food workshops into the food safety work plan of the government at the corresponding level, and incorporate the funds for centralized management of small food workshops into the financial budget of the government at the corresponding level.
The Town People's Government (street offices) shall implement the food safety work plan of the municipal and district people's governments and implement the relevant work funds. Article 7 The people's governments of cities, districts and towns (street offices) encourage and support small food workshops and centralized food processing centers to improve their production and operation conditions and raise the level of food safety through incentives, financial support and preferential venue rent. Article 8 Any organization or individual has the right to report food safety violations in the production, operation and management activities of small food workshops and centralized food processing centers, and the market supervision and management department shall reward the verified informants in accordance with relevant reward measures. Ninth municipal and district market supervision and management departments shall organize the publicity and education of these measures.
The news media should report the food safety situation of small food workshops and centralized food processing centers truthfully and fairly, and strengthen public opinion supervision over food safety violations. Article 10 Small food workshops and centralized food processing centers are encouraged to join food trade associations, accept the training, consultation and rights protection services provided by food trade associations in accordance with relevant laws, regulations and articles of association, and accept the supervision and management of trade associations. Chapter II Planning and Construction of Centralized Food Processing Centers Article 11 The planning and construction of centralized food processing centers shall follow the principles of government guidance, enterprise investment and market operation. Article 12 The municipal and district people's governments shall, in accordance with the overall requirements of industrial development and urban and rural planning, make unified planning and rational layout of the construction area of food centralized processing centers according to the factors such as the permanent population, geographical location, radiation radius and the number, scale and distribution of small food workshops within their respective administrative areas. Thirteenth food processing centers shall not be set up in the following areas:
(1) Areas with serious food pollution;
(2) Areas where hazardous wastes, dust, harmful gases, radioactive substances and other diffuse pollution sources cannot be effectively eliminated;
(3) Flood-prone areas;
(4) There are a large number of potential breeding grounds for pests around the area;
(five) residential, medical and health, culture, education, scientific research and other environmentally sensitive points and industrial concentration areas. Article 14 The construction of a centralized food processing center shall meet the following requirements:
(a) the overall environment is harmonious and beautiful, the building materials meet the hygienic requirements and fire prevention specifications for food production and processing, and the internal structure of the building should be convenient for maintenance, cleaning and disinfection;
(2) Paving concrete, asphalt or other hard, nontoxic, tasteless, impervious and corrosion-resistant materials on roads, and paving cement, floor tiles or lawns on open spaces. Keep the ground flat, non-slip and crack-free, and it is easy to clean and disinfect;
(three) the water supply facilities can ensure that the water quality, water pressure, water quantity and other requirements meet the production needs, and the water used for food processing meets the national sanitary standards for drinking water;
(four) equipped with drainage system, drainage system design and construction should ensure smooth drainage, easy to clean and maintain, drainage system entrance and exit should take corresponding measures to reduce the risk of pests;
(five) equipped with a sewage system to ensure that sewage and waste gas treatment meet the relevant national or local standards before discharge;
(six) equipped with cleaning and disinfection, waste storage, personal hygiene, ventilation, lighting, storage, temperature control and other facilities. The facilities provided meet the general hygienic standards for food production stipulated by the state;
(seven) equipped with inspection room, inspection room equipment and facilities to meet the needs of the factory inspection items.
