The District People's governments and the Development Zone Administrative Committee shall be specifically responsible for the construction, maintenance, use, supervision and management of urban night lighting facilities within their respective jurisdictions.
Resources planning, development and reform, housing construction, cultural relics, public security, finance, transportation, electric power and other departments shall, in accordance with their respective responsibilities, do a good job in urban night lighting. Fifth city night lighting should follow the principles of unified planning, graded responsibility, scientific setting, energy saving and environmental protection, outstanding characteristics, harmony and beauty. Sixth to encourage citizens, legal persons and other organizations to take various forms to participate in the construction of night lighting facilities. Article 7 The municipal urban management department shall, in accordance with the overall urban planning, work out a special plan for urban night lighting in conjunction with the municipal departments of resource planning, development and reform, housing construction, etc., which shall be organized and implemented by the municipal urban management department after being approved by the Municipal People's Government.
The District People's governments and the Administrative Committee of the Development Zone shall prepare the zoning plan of urban night lighting according to the special planning of urban night lighting, and report it to the municipal urban management department for the record. Article 8 The following buildings (structures) or places shall be equipped with night lighting facilities:
(a) the buildings (structures) on both sides of the downtown business district and the main street;
(two) public places such as city squares, greening, sculptures, fountains, stations, bridges, scenic spots, rivers and lakes and coastal landscape belts, and landscape lighting places for temporary major events;
(three) public cultural and sports facilities such as stadiums (gymnasiums), theaters, museums and cultural relics protection units at or above the municipal level;
(4) Urban landmark buildings (structures) and non-residential buildings (structures) more than 50 meters away from the main street;
(5) Advertising light boxes and commercial doorplates on main streets;
(six) other places determined by the special planning of urban night lighting and zoning planning.
The specific scope of buildings (structures) on both sides of downtown business district and main street and urban landscape belt shall be determined by the municipal urban management department in conjunction with the resource planning department and announced after being approved by the Municipal People's government. Ninth city squares, bridges, cultural relics and other government departments to manage the buildings (structures) or places of night lighting facilities, set by their management departments; Other buildings (structures) and places that should be equipped with night lighting facilities shall be set up by their owners or managers. Tenth city night lighting facilities should be set up in accordance with the special planning of city night lighting, and meet the following requirements:
(a) the pattern, shape, specifications and proportion are in harmony with the buildings (structures) and the surrounding environment;
(2) adopting new technologies, new processes, new materials and new light sources to avoid light pollution; Night lighting facilities on both sides of the road shall not affect traffic safety;
(three) in line with the requirements of environmental protection, with fire, wind, leakage and other safety facilities;
(four) the use of peacetime, public holidays, major festivals (celebrations) classification lighting mode. Article 11 The design and construction of urban night lighting facilities shall conform to the technical specifications, standards and construction operation procedures of night lighting facilities. Units engaged in the design and construction of urban night lighting facilities shall have corresponding qualifications. Twelfth new construction, renovation and expansion of buildings or city squares, the construction unit shall, in accordance with these measures and the special planning and zoning planning of urban night lighting, supporting the construction of urban night lighting facilities. City night lighting facilities should be designed, constructed and put into use at the same time as the main project, and the required expenses should be included in the construction cost.
Before the implementation of these measures, if the nightscape lighting facilities are not built or the existing urban nightscape lighting facilities do not conform to these measures and the special planning of urban nightscape lighting, the owner or manager shall carry out construction or transformation. Thirteenth in the review of new construction, renovation and expansion of the building (structure) planning, construction matters, the competent department of planning and resources should be based on the special planning of urban night lighting and zoning planning to review the affiliated night lighting facilities; The administrative department in charge of housing construction shall review the contents of the affiliated night lighting facilities, and check the responsibility letter for the synchronous construction of night lighting facilities signed by the construction unit and the local people's government or the administrative committee of the development zone.
The urban management department shall check and accept the night lighting facilities of the construction project when the construction project is completed and comprehensively accepted, and urge the construction unit to put the night lighting facilities and the main project into use at the same time. Article 14 The night lighting design scheme of large-scale and landmark buildings, important cultural relics and squares in cities shall be demonstrated by expert committees, and submitted to the departments of resource planning, housing construction and other departments for review after the preliminary examination of the scheme by the urban management department. Major night lighting projects shall be reported to the Municipal People's Government for examination and approval.
