In the 19th year of Hongwu in Ming Dynasty (1386), Nanhui City was built, with towns inside and villages outside. In April 2003, the original town of Huang Lu was merged. In May 2009, it was incorporated into Pudong New Area together with Nanhui District.

Xinchang Town is the fourth batch of famous historical and cultural towns in China. In the film Lust, Caution directed by Ang Lee, the "Chaoyang Bookstore", a secret gathering of revolutionary youth, was filmed in Xinchang Street.

Zhou Pu Town is located in the central and western part of Pudong New Area, bordering Chuansha New Town in the east, Hangtou in the south, pujiang town in Minhang District in the west and Kangqiao Town in the north. Zhou Pu Township was originally under the jurisdiction of Nanhui District and merged in June 1995. In July 2002, the original town of Waxie merged. In May 2009, it merged with Nanhui District into Pudong New Area and became a town under the jurisdiction of Pudong New Area.
