What subsidy policy does the state have for the disabled?
State subsidies for disabled people with disability certificates include living allowance and nursing allowance.
Living allowance. The living allowance for disabled people with difficulties is mainly to subsidize the extra living expenses of disabled people due to their disabilities. Target: disabled people from low-income families; Persons with severe mental, physical, intellectual and blind vision disabilities who have no fixed income outside the subsistence allowances family.
Persons with a per capita income of less than 2 times the local minimum living standard are disabled, and the disabled with special difficulties are supported by the elderly. Conditional areas can give priority to third-and fourth-grade intellectual and mental disabilities, and gradually expand to low-income disabled people and other needy families (third-and fourth-grade subsidies are not available everywhere, so it is recommended to check in your local official website).
Nursing allowance. Nursing subsidies for severely disabled people mainly subsidize the extra long-term nursing expenses for disabled people due to disability. Long-term care refers to the special nursing consumption and nursing service expenditure caused by disability lasting for more than 6 months.
How much does the state subsidize the disabled?
1. Among the disabled people who enjoy the minimum living allowance, the disability level is Grade I or II, and the disability level is Grade I, II or III. The subsidy standard is 400 yuan per person per month; Visual and physical disabilities with disability grades of Grade III and IV, intellectual and mental disabilities with disability grades of Grade IV and hearing and speech disabilities with disability grades of Grade I, II, III and IV, and the subsidy standard is 320 yuan per person per month;

Among the disabled people who do not enjoy the minimum living allowance in low-income families, those with visual disability level 1 or level 2, physical disability level 1, level 2 or level 3, and intellectual disability will enjoy the monthly living allowance with reference to the Beijing minimum living standard; Visual and physical disabilities with disability grades of Grade III and IV, intellectual and mental disabilities with disability grades of Grade IV and hearing and speech disabilities with disability grades of Grade I, II, III and IV, and the subsidy standard is 300 yuan per person per month;
3. Persons with disabilities who belong to non-low-income families and do not enjoy subsistence allowances, who are over 16 years old but under 60 years old, who are unemployed and have no stable income, or full-time disabled students who are over 16 years old, who have visual disability or physical disability of Grade I or II, and who have intellectual disability and mental disability of Grade I, II and III, are entitled to monthly living allowance with reference to Beijing minimum living standards; Three or four visual disabilities, physical disabilities, four intellectual disabilities and one, two, three or four hearing and language disabilities, the subsidy standard is 200 yuan per person per month.
Where can I get disability allowance?
The subsidy for the disabled is issued by the local civil affairs department and distributed to the bank account of the disabled. The financial department at the county level shall, according to the roster of two subsidies for the disabled determined by the civil affairs department at the county level and the Disabled Persons' Federation, directly transfer the funds into the personal account of the disabled through financial institutions according to the policy. How to apply for disability allowance?
(1) Voluntary application. Two subsidies for the disabled shall be submitted in writing by the disabled to the neighborhood office or the township government acceptance window where the household registration is located. The legal guardian, legal maintenance, maintenance obligor, village (neighborhood) committee or other clients of the disabled may handle the application matters on their behalf. To apply for two subsidies for the disabled, you should hold the second-generation People's Republic of China (PRC) Disabled Persons' Card and submit relevant certification materials.
(2) Review step by step. Neighborhood offices or township governments rely on the "one-door acceptance and collaborative handling" mechanism of social assistance and social services to accept two applications for subsidies for the disabled and conduct preliminary examination. The materials that have passed the preliminary examination shall be submitted to the county-level disabled persons' Federation for relevant examination. The qualified materials will be transferred to the civil affairs department of the people's government at the county level for examination and approval, and the family economic status of the disabled depends on the family economic status check institution. Eligible materials shall be submitted to the finance department at the same level by the civil affairs department of the county-level people's government in conjunction with the county-level disabled persons' Federation.
(3) Pay subsidies. Disabled persons who have passed the subsidy qualification examination and approval shall be granted subsidies in the month when they submit their applications. Two subsidies for the disabled are distributed in the form of socialization and deposited in the accounts of the disabled through financial institutions. Under special circumstances, if it is necessary to pay cash directly, special supervision measures shall be formulated to prevent and eliminate the phenomenon of impersonation, repeated collection and deduction.
(4) Review regularly. Take the initiative to declare the disabled and the issuing department to conduct regular spot checks, establish a regular audit system for the two subsidies for the disabled, and implement dynamic management of the two subsidies for the disabled. The contents of regular review include whether the applicant's qualifications have changed and whether the subsidies have been paid in full and on time.
