In view of the great demand for Chinese teachers in China and the limited number of Chinese teachers in China, the International Office of the China Language and Literature Working Committee (hereinafter referred to as "Hanban") has specially formulated the "China Volunteer Program for International Chinese Teachers" after careful planning and full demonstration. This is the first national large-scale plan for China to send volunteers to all countries in the world to teach Chinese. This plan has been highly valued and supported by the National Leading Group for International Promotion of Chinese and the Ministry of Education. It is an important part of the "Chinese Bridge Project" of the National Leading Group for the International Promotion of Chinese. It is a new measure to provide Chinese teachers to countries in need by using China's rich Chinese talent resources as a mother-tongue country to meet the needs of the vigorous development of Chinese teaching in the world at present.

The purpose of implementing the "China Volunteer Program for International Chinese Teachers" is to carry forward the dedication of China citizens with a certain level of Chinese teaching, go abroad, undertake Chinese teaching tasks in places where there is a need in the world, promote the spread of Chinese and China culture abroad, deepen mutual understanding, develop friendship, and promote exchanges between the people of China and other countries.

In order to ensure the long-term, healthy and orderly development of the project, Hanban established the "China Volunteer Center for International Chinese Teachers" (hereinafter referred to as the "Volunteer Center"), which is responsible for the recruitment, selection, training, dispatch, contract signing, consultation, fund payment and daily management of the volunteer work of China, an international Chinese teacher. Volunteers are recruited by the volunteer center for the society. China citizens who meet the application conditions can register online through the Hanban website (hanban.e.cn), or download the Application Form for Volunteer Registration of International Chinese Teachers in China from the Internet, fill it out as required and submit it to the Volunteer Center together with other supplementary materials.

The Volunteer Center selects the best volunteers and provides intensive training in business and foreign affairs.

The Volunteer Center and the volunteers who have decided to serve abroad shall sign a volunteer service agreement according to the relevant national laws and regulations, clarify the rights and obligations of both parties, and determine the tasks, service period, treatment and other related matters of the volunteers during their service abroad according to the agreement.

The Volunteer Center commends volunteers who are committed to promoting Chinese and Chinese excellent culture, are not afraid of hardship, and are willing to contribute in various ways without paying.

In 2003, as a pilot, Hanban made some useful attempts in sending volunteers. More than 40 volunteers have been sent to Thailand and the Philippines respectively, which has generated positive and strong local response and accumulated experience for the full implementation of the plan in the future. Volunteers left a good impression on the people of the two countries with their outstanding performance, and were called "angels" from China by local teachers and students.

With the further development of this plan, Hanban China will send volunteers to more countries in the world as needed, and gradually expand the scale of volunteer dispatch.

In order to effectively implement the plan, Hanban is willing to establish cooperative relations with educational departments, educational institutions, mass organizations and Chinese teachers' groups in various countries.

Measures for the implementation of "China International Chinese Teacher Volunteer Program"

Chapter I General Principles

Article 1 In order to adapt to the new situation of the development of Chinese teaching in the world and meet the urgent needs of Chinese teachers in various countries, these Measures are formulated according to the China International Volunteer Program for Chinese Teachers (hereinafter referred to as the Volunteer Program).

Article 2 The Office of the International Chinese Proficiency Committee (hereinafter referred to as Hanban) shall set up the China International Chinese Teacher Volunteer Center (hereinafter referred to as the Volunteer Center), which shall be responsible for the recruitment, selection, training, dispatch, contract signing, consultation, fund payment and daily management of the volunteer work of international Chinese teachers in China.

Article 3 Volunteers shall be openly recruited to the public by the Volunteer Center. China citizens who meet the application conditions can apply online through the Hanban website (hanban.e.cn).

Article 4 The Volunteer Center selects outstanding volunteers and provides them with intensive training in business and foreign affairs.

Article 5 A volunteer center shall, in accordance with relevant national laws and regulations, sign a volunteer service agreement with the volunteers who decide to serve abroad, clarify the rights and obligations of both parties, and determine the tasks, service period, treatment and other related matters of the volunteers during their service abroad according to the agreement.

Article 6 The Volunteer Center takes the promotion of Chinese and Chinese excellent culture as its own responsibility, and commends those volunteers who are not afraid of hardship and are willing to contribute freely in various ways.

Chapter II Application Conditions for Volunteers

Article 7 Applicants for volunteers shall meet the following conditions:

(a) with People's Republic of China (PRC) nationality, physical and mental health, under the age of 65;

(two) love their jobs, love the cause of teaching Chinese as a foreign language, enthusiastic about volunteer service activities, and voluntarily engage in Chinese teaching abroad;

(3) Good conduct and no criminal record or demerit record;

(4) Having a junior college degree or above in teaching Chinese as a foreign language, Chinese, history, philosophy, pedagogy, foreign languages, political science, psychology, law, sociology and other related majors; Retired college Chinese teacher; Retired Chinese teachers in primary and secondary schools with college education or above;

(5) Putonghua level.

Chapter III Application Procedures

Article 8 Anyone who meets the requirements of volunteer service can apply for online registration through the Hanban website (hanban.e.cn), download the Application Form for Volunteer Registration of International Chinese Teachers in China from the Hanban website, fill in it as required, and submit it to the Volunteer Center together with other application materials.

Article 9 Applicants shall submit the following personal information to the Volunteer Center:

(1) my resume;

(2) Copy of ID card and household registration book;

(three) a copy of the academic certificate;

(four) no crime, demerit record certificate (issued by the school student office, social workers issued by the local public security organs).

All materials submitted by volunteers should be sent to the volunteer center by registered mail or express mail.

Chapter IV Admission Procedures

Article 10 Volunteer centers shall recruit volunteers according to the following procedures:

(1) Audit materials

The Volunteer Center shall review the applicant according to the application materials submitted by the applicant. Those who pass the examination will have their personal information stored in the volunteer talent pool for the record.

Every year, according to foreign demand, the volunteer center selects qualified candidates from the volunteer talent pool for interviews. The volunteer center will send the interview notice directly to the candidates who are required to interview, and at the same time publish the list of interview candidates on the Hanban website.

(2) Interview and selection

The volunteer center conducts business and quality interviews for candidates who participate in the interview. The interview content is as follows:

Chapter V Training

Article 11 Before going abroad to serve, volunteers must receive two-week business strengthening and foreign affairs training organized by the Volunteer Center.

The training content includes Chinese pronunciation, grammar, vocabulary and other knowledge and teaching skills; Introduction to the national conditions of the sending country; Foreign affairs etiquette and so on.

Those who pass the professional training will be dispatched as planned.

Chapter VI Scheduling

Twelfth after the training, volunteers should be in the hospital designated by the volunteer center for health examination. Those who fail the physical examination are no longer qualified as volunteers.

Thirteenth volunteer center according to the specific requirements of foreign countries and the strength of volunteers, with reference to my wishes, decided to send volunteers to the country or region.

Fourteenth volunteers agreed to volunteer center sent by the country or region, should sign the "China International Chinese Teacher Volunteer Service Agreement" with the volunteer center, clear the rights and obligations of both parties.

After signing the contract, the Volunteer Center issued a dispatch notice to the volunteers, and announced the list of dispatched personnel on the Hanban website.

Fifteenth volunteers go abroad according to the following requirements:

(1) After receiving the assignment notice, the volunteers should go to the exit-entry administration department in their area to apply for personal passports.

(2) The Volunteer Center shall contact the reception unit of the sending country to handle the invitation letter, purchase air tickets and arrange related matters for the volunteers to go abroad.

(3) Volunteers should apply for visas from the sending country, embassies and consulates in China. The volunteer center provides them with necessary help.

Sixteenth volunteers should arrive at their posts as scheduled according to the time set by the Volunteer Center. Those who don't go to work without authorization, the volunteer center will cancel the service mission abroad, refuse to retain their volunteer qualifications, and ask them to compensate for all the expenses of training and handling relevant procedures.

Volunteers who can't go to work as scheduled under special circumstances need to apply to the volunteer center in advance, and after approval, they can retain their qualification to serve abroad for one year. Those who do not go to work for more than one year are no longer qualified to serve abroad. If you are willing to volunteer later, you can re-apply according to the procedures.

Article 17 The service period of volunteers is usually six months to two years. After the expiration of service, in principle, volunteers must return to China according to the time stipulated in the agreement.

Eighteenth volunteers need to extend the service period, must submit a formal written application to the volunteer center in advance during the service period. The volunteer center will negotiate with the sending country and make a decision on whether to agree to the extension and the treatment within the extension period according to the specific circumstances.

If the sending country requests to extend the service period of volunteers, and the volunteers agree, the service period can be extended after reporting to the Volunteer Center for approval.

Chapter VII Returning to China

Nineteenth volunteers must go through the following procedures after returning to China:

(1) Volunteers shall return to China as stipulated in the agreement and report to the Volunteer Center in time.

(2) Volunteers should submit their personal work summary to the Volunteer Center within one month after returning to China, and the Volunteer Center will appraise their volunteer service abroad.

Article 20 After returning to China after the expiration of volunteer service, the agreement between the volunteer center and the volunteers is terminated, and the volunteer center is not responsible for the work and life arrangements after the termination of the volunteer agreement.

Chapter VIII Waiting for Encounter

Twenty-first volunteer centers provide transportation subsidies and accommodation subsidies for volunteers participating in the training.

Twenty-second volunteer centers provide volunteers who serve abroad with fees for handling ordinary passports for personal reasons and visas for going abroad. Volunteers can submit valid bills to the Volunteer Center for reimbursement after going through passport, visa and other formalities for going abroad. The Volunteer Center assists in identifying volunteers and handling visa formalities for them.

Article 23 The Volunteer Center provides international round-trip air tickets for volunteers serving abroad from the domestic departure point to the service place of the sending country.

Twenty-fourth volunteer centers or receiving units in sending countries provide all or part of the living allowance for volunteers going abroad, as follows:

(1) The Volunteer Center provides living allowances for overseas volunteers. The basic standard is 400 dollars per person per month.

(2) If the receiving unit of the sending country provides living allowance for volunteers going abroad, if the living allowance meets the above standards, the volunteer center will no longer provide it; If the allowance is lower than the above standard, the volunteer center will make up for it according to the above standard.

Article 25 The living and working conditions of volunteers abroad shall be determined through consultation between the Volunteer Center and the receiving unit of the sending country, and shall be provided by the receiving unit of the sending country in principle.

Twenty-sixth volunteer center is responsible for purchasing medical insurance and personal accident insurance for volunteers serving abroad, and referring to relevant international standards.

Chapter IX Measures for Rewards and Punishment

Article 27 For volunteers who have successfully completed their volunteer service according to regulations, Hanban will issue the Honorary Certificate of China Volunteer International Chinese Teacher.

Article 28 Hanban will issue the honorary certificate of "China Volunteer" as an outstanding international Chinese teacher to those who have won favorable comments and made contributions from abroad in volunteer service.

Article 29 If a volunteer violates the agreement, fails to perform the agreement without justifiable reasons, interrupts the performance of the agreement in advance, or makes a major mistake in volunteer service, the volunteer center shall investigate the liability for damages caused to the volunteer center and other corresponding legal responsibilities according to the agreement.

Chapter X External Management

Thirtieth volunteers should take the initiative to contact the sending country's embassy (consulate) in China to receive guidance and help.

Article 31 Volunteers shall observe the following disciplines during their service abroad:

(a) to complete the volunteer service work in accordance with the agreement;

(two) to strengthen unity and cooperation with other colleagues abroad, and work together with other volunteers to complete volunteer service;

(3) Abide by the laws and regulations of the sending country and the rules and regulations of the unit, respect the customs and habits of the sending country, and have friendly exchanges with the local people;

(4) Not participating in the political activities of the sending country, not engaging in a second occupation, any profit-making activities or activities that violate social morality.

Article 32 The Volunteer Center sends people to the countries where volunteers are sent from time to time to inspect the work, so as to help volunteers improve the teaching effect and help them solve problems in their work and life.

Chapter II Protection of XI's Rights and Interests

Thirty-third volunteer center shall fulfill its obligations in accordance with the agreement, and safeguard and protect the legitimate rights and interests of volunteers.

Thirty-fourth volunteers should take the initiative to keep in touch with the volunteer center. Volunteers can get help through the volunteer center when their legitimate rights and interests are violated during their service.
