As early as June this year, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce and the General Administration of Market Supervision issued the Announcement on Curbing the "Sky-high" moon cakes and promoting the healthy development of the industry (hereinafter referred to as the Announcement). In view of the outstanding problems exposed by the "Sky-high" moon cakes, on the basis of insisting that the price of moon cakes is formed by the market, we comprehensively use marketization and legalization means to promote enterprises to operate legally, reasonably price and promote moon cakes. The "Announcement" clearly puts forward seven regulatory requirements. Focus on the supervision of high-priced boxed moon cakes, clarify that the price of moon cakes is determined by enterprises, and encourage operators to produce and sell boxed moon cakes with good quality and low price. Focus on the supervision of boxed moon cakes whose unit price exceeds that of 500 yuan.
Strictly implement the mandatory packaging standards, requiring operators to strictly abide by the mandatory standards on food packaging when producing and selling boxed moon cakes, and not to use precious materials such as precious metals and mahogany. Mixed sales of moon cakes are prohibited. Operators are required to sell boxed moon cakes without tying other commodities in any form, and not to mix moon cakes with other products in the form of gift boxes. To standardize the management of mooncake coupons and require operators to issue mooncake coupons, mooncake cards and other delivery vouchers, they should strictly abide by the Measures for the Administration of Single-use Commercial Prepaid Cards (Trial). Strengthen the supervision responsibility of e-commerce platform, and require operators in e-commerce platform to engage in boxed moon cake sales activities to comply with relevant regulations as offline operators. It is required that industry organizations should actively promote industry self-discipline, advocate not using rare ingredients such as shark's fin and bird's nest, guide operators to set prices reasonably, and consciously maintain market order.
