Major Wernhert introduces the situation and then Colonel von Dietrich goes out the door, the Gestapo Wildmutt and Major Wernhert don't give him anything, he just receives his hat and belt tied around his waist from Ensign von Essis before he goes out the door. If you look closely you will see that while he was waiting in the office he had no hat on his head and no belt around his waist, whereas when they were overlooking Sarajevo at the end of the film the Colonel's hat was already on his head and his armed belt around his waist.
