3. Certification: After evaluating the market operation ability, operation quality and operation effect of the applicant's region, Haitian Education confirms that the applicant meets the requirements for the establishment of the organization, signs a cooperation agreement with the applicant, and informs the applicant to pay the initial fee.

4. Authorization: Haitian Education will issue a unified agency qualification certificate to the qualified institutions that pay the franchise fee within the specified date, determine the agency code, compile it into the management system of Haitian Branch, and make an announcement in relevant professional media and online. The applicant officially became the authorized institution of Haitian Education.
