It is the first paragraph of Article 20 of the Food Safety Law:

Article 28 prohibits the production and operation of the following foods:

(1) Use of non-food products Foods produced from raw materials, or foods with added chemical substances other than food additives and other substances that may harm human health, or foods produced with recycled food as raw materials;
