Legal analysis: food safety standards are mandatory standards, and food production enterprises may not formulate enterprise standards lower than the requirements of national or local food safety standards. Where a food production enterprise formulates enterprise standards, it shall be open to the public for free inspection.

Legal basis: Article 21 of the Regulations for the Implementation of the Food Safety Law of People's Republic of China (PRC), if food and food additives producers and operators entrust the production of food and food additives, they shall entrust the producers who have obtained the food production license and food additives production license to produce, supervise their production behavior, and be responsible for the safety of the food and food additives entrusted to produce.
