Ninghai County, since its establishment in the first year of Taikang of the Jin Dynasty (280), has long belonged to Taizhou (Linhai County), and was assigned to Ningbo Prefecture in 1958; Xiangshan County was divided into Ninghai County and Yue County in the first year of Shenlong of the Tang Dynasty (705).
Luan County was established in the prefecture. When the county was established, it belonged to Taizhou. In the second year of Guangde (764), it was transferred to Mingzhou [it was divided into Yuezhou and established in the twenty-sixth year of Kaiyuan (738)].

There are several widely circulated legends about the fourteenth day of the first lunar month. One is the theory of filial son changing the festival.
In the Ming Dynasty, Qin Minglei, who lived in Linhai City Pass, lost his mother when he was just one month old and his father when he was five years old. He was born to his uncle Qin Wen, who also died not long after. He was raised by his aunt (stepmother) Mrs. Yang with great hardships.
In the 23rd year of Jiajing (1544), Qin Minglei was selected as a Jinshi at the age of 27. The imperial court tried the countermeasures, and the cabinet ministers came forward to propose the third place. At that time, Emperor Shizong of the Ming Dynasty prayed for rain in the suburban altar. He was overjoyed to see his name and personally promoted him to the first place and became the number one scholar.
Qin Minglei was extremely respectful and filial to his aunt. During festivals, he would always carefully prepare delicacies and offer them to her.
However, my aunt believes in Buddhism and must abstain from meat and eat vegetarian food on the first and fifteenth day of the Lunar New Year. In order to allow her aunt to enjoy the festival with her family, the Lantern Festival is moved forward one day.

According to legend, on the fourteenth day of the first lunar month of one year, Qi Jiguang led his troops to Taozhu City, Linhai.

When the news came out, the people of Taozhu were very moved. To commemorate this event, they changed the date of Lantern Festival to the fourteenth day of the first lunar month, and the dumplings became the traditional food of Lantern Festival.
