I. Guiding ideology
According to the Compulsory Education Law of People's Republic of China (PRC), Regulations on the Management of School Registration in Primary and Secondary Schools in Guangxi, Detailed Rules for the Implementation of Compulsory Education for Floating Children in Yulin City (Trial) and other relevant regulations, we will create a fair and just environment, deepen the implementation of quality education, promote the balanced development of compulsory education in Yudong New District, ensure that school-age children enter school according to law, and successfully complete the enrollment task of primary school freshmen on time.
Second, the basic principles
1. Implement the principle of freshmen's admission management, which is "divided by household registration, relatively close, balanced and free of entrance examination".
2. The principle of equal access to compulsory education for migrant children of migrant workers.
3. The principle of caring for children of soldiers and martyrs.
4. Strict student status management system. Adhere to the principle of "one person, one nationality, and the same nationality as others".
5. The discipline principle of serious freshmen's entrance work.
The third is the enrollment goal.
1. School-age children with permanent residence in Yudong New District.
2. School-age children who meet the conditions of accompanying children.
School-age children must be at least 6 years old, that is, born before August 3, 20091day. According to article 1 1 of the Compulsory Education Law of People's Republic of China (PRC), primary school students must be over 6 years old, and children under 6 years old are not allowed to enter school. Primary schools should ensure that children whose household registration is within the scope of school services are enrolled. If it is found that children over the age of 6 are not enrolled in school, the school should assist the community neighborhood Committee to urge their parents to bring their children to school.
Fourth, the requirements for admission.
1. The Bureau of Science, Education, Culture and Sports of Yudong New District announced the Division of Service Scope of Primary and Secondary Schools in Yudong New District, Introduction of Freshmen's Enrollment in Maolin Town of Yudong New District and Introduction of Enrollment of Yudong Primary School Education Group before June 26th. All primary schools will release relevant brochures in schools by June 29th at the latest.
2. Admission of school-age children. School-age children who meet the admission requirements will register in Yudong Primary School Education Group (Yudong Primary School, Shitang Campus and Quantang Campus) from July 1 to July 15, by online registration (registration website: http://www.0775edu.org/UF001/). Yudong Primary School Maolin Town Primary School is registered by parents with household registration book and relevant certificates. (1) School-age children whose household registration meets the scope of school services. In accordance with the principle of "zoning according to the location of the household registration, admission to the nearest school, and admission without examination", all primary schools divide the service scope according to the Yudong New District Science, Education, Culture and Sports Bureau, accept qualified school-age children to register and arrange admission. When reviewing the materials, the parents (or other legal guardians) of school-age children must provide the original and photocopy of the household registration book of school-age children (if the guardian and the school-age children are not on the same household registration book, the guardian's household registration book or the child's birth certificate must be added to prove the relationship between the child and the guardian).
② eligible children of migrant workers. Parents of migrant children should register online or apply for registration in the school where they live, and bring their parents' written application (the written application should clearly state the reasons why the children want to study in the registered school). Copies and originals of the following documents must be provided: ① Household register of school-age children (if the guardian's parents and school-age children are not in the same household register, the guardian's household register or the child's birth certificate must be checked to prove the relationship between the child and the guardian); (2) proof of housing (parents' house ownership certificate or purchase contract and invoice, or proof that the house has been leased for one year or more); (3) Certificate of lawful employment and operation (labor contract or business license certificate) issued by the neighborhood committee or certificate of actual residence in the property (more than one year); (4) Residence permit (after one year of registration, school-age children enrolled in Yudong New District do not need a residence permit); ⑤ The township (town, street) government (office) and village (neighborhood) committee where the registered permanent residence is located shall issue "five certificates" such as proof that there is no guardianship condition at the registered permanent residence.
3. Do a good job of material review and entry. After school-age children sign up, the school will review the materials provided by parents, and the teacher in charge of reviewing the materials must sign the materials and report them to the Yudong New District Science, Education, Culture and Sports Bureau for the record. The school will enroll registered school-age children and give priority to them. According to the situation of vacant degrees, arrangements are made with reference to the school-running standards and the actual situation of the school, and the records are valid. If it cannot be arranged, Yudong New District Science, Education, Culture and Sports Bureau will adjust the arrangement. At the same time, school-age children can also return to their domicile according to relevant policy arrangements.
4. Each school announces the list of freshmen from July 30th to 3rd1day.
5. School-age children need to postpone or exempt from the entrance examination due to illness or special circumstances, and their parents (or other legal guardians) shall submit a written application to the relevant primary schools where their accounts are located, and the school shall submit its opinions to the Yudong New District Science, Education, Culture, Health and Sports Bureau for approval and filing before they can postpone or exempt from the entrance examination. If the enrollment period is postponed, you should enroll immediately.
Five, dicing the nearest school, strictly control the borrowing, class size.
All primary schools should recruit new students in strict accordance with the designated service scope, ensure that school-age children in the region attend school on time, and enable every school-age child (including disabled children) to receive compulsory education for a specified number of years. If the number of students exceeds the school degree, the Science, Education, Culture, Health and Sports Bureau will adjust the enrollment according to the enrollment situation, and report it to the leading group for enrollment of primary and secondary school freshmen in Yudong New District for approval. All schools must obey the division and adjustment of the scope of student services. Primary schools shall not refuse to accept school-age children who meet the prescribed service scope because they have not entered the preschool class of our school.
If there are one of the following four situations, the school cannot guarantee to provide a freshman degree: ① failing to arrive at the school within the specified time or applying for admission online; (2) Failing to go through the admission formalities within the prescribed registration time; (3) registered primary school students or repeat students; (4) School-age children are not registered in the service school where the household registration is located, but are enrolled in other schools, and are required to transfer back for various reasons. In any of the above circumstances, it will no longer be the object of admission service stipulated by the school where the household registration is located, and it is not guaranteed to provide a degree to enter the school nearby.
Strictly control borrowing and strictly control the number of students attending classes. Public schools are not allowed to enroll students at will, and only students who meet the following conditions can borrow.
1. School-age children whose parents are transferred from their jobs. Parents' work has been transferred to units within the jurisdiction of Yudong New District, and school-age children and parents' accounts have not yet moved in. 2. School-age children whose parents work in other places. My family lives in Yudong New District, and both my parents work in foreign units (state organs). They live in this area with other relatives and need to borrow money from the school where other relatives are registered. Materials to be submitted: household registration book of school-age children, parents' ID cards, work certificates of parents' units, certificates of village (neighborhood) committees where they live, certificates of temporary guardianship entrusted to other relatives, copies and originals of household registration certificates of other relatives. 3 school-age children whose parents are engaged in field work such as geological exploration. Parents who have been engaged in geological exploration and other field work in other places for a long time, live with other relatives in this area, or entrust guardians in Yudong New District to take care of them, and need to borrow accounts of other relatives (or guardians) from their schools. Materials to be submitted: household registration book of school-age children, parents' ID cards and unit certificates, temporary guardianship certificates of other relatives (or guardians) entrusted by them, and photocopies and originals of household registration certificates of other relatives. 4. School-age children whose parents are seriously ill or severely disabled and lose their guardianship ability. Disabled people whose parents have been seriously ill for a long time or have lost the ability to monitor their children are entrusted to the guardian in Yudong New District to take care of them, and are required to borrow money from the school where the entrusted guardian accounts. Materials to be submitted: school-age children's household registration book, parents' ID card, entrusted guardian's ID card and household registration book, and photocopies and originals of critical illness certificates of civil affairs bureaus, disabled persons' federations or hospitals at or above the county level. 5. School-age children whose parents have bought (built) houses. If the family has built a house (or bought a house), the house is within the service scope of the school, and the household registration has not yet moved in, and it needs to be borrowed from the school with housing distribution and meets the requirements of the school enrollment brochure, the materials to be submitted: the family household registration book, the parents' ID card, and the copies and originals of the school-age children's house ownership certificate (or proof materials such as purchase contract and invoice). 6. School-age children are orphans and abandoned children. Orphans, abandoned babies whose household registration is not within the scope of school services, and students who need to borrow from the school where the foster (adopter) household registration is located. 7. Children of soldiers and revolutionary martyrs. If the father (mother) is an active soldier or revolutionary martyr, the materials to be submitted are: family household registration book of school-age children, military officer's card, certificate of units above the corps level or copy of the certificate of county civil affairs bureau, originals and other relevant certificates (military secrets are read-only and not accepted). Six, to further standardize the management of compulsory education freshmen.
1. Attach great importance to and strengthen leadership. The enrollment of freshmen in compulsory education involves a wide range and has strong policies, which is the focus of people's attention. Yudong New District set up a leading group for primary and secondary school freshmen to strengthen leadership. All schools should set up a leading group for freshmen's enrollment, study and formulate a work plan for freshmen's enrollment, implement personnel, establish and improve the work responsibility system, and approve freshmen's enrollment.
2. Strengthen the management of student status. Since 20 13, the national networked electronic student status management has been implemented, and the policy of "one person, one citizen, and the same citizenship as others" has been strictly implemented. All primary schools should establish a good student identity. After new students enter the school, all schools should go through the naturalization procedures of new students' school status in time, do a good job in collecting and uploading new students' school status information, and adhere to the principle of "one person, one nationality, and the same nationality as others". Freshmen's enrollment shall be handled according to the enrollment list approved by the leading group of primary and secondary school freshmen's enrollment in Yudong New District. Without approval, Yudong New District Science, Education, Culture and Sports Bureau will not handle enrollment.
3. Administer education according to law and standardize school-running behavior. It is necessary to strictly implement the work plan for freshmen's enrollment, arrange classes in a balanced way, arrange teachers in a balanced way, and allocate school educational resources in a balanced way. For whatever reason, it is impossible to separate critical classes from non-critical classes.
4. Strict discipline, standardize the work order of freshmen. Freshmen's enrollment work should be "ten prohibitions": first, it is not allowed to organize registration in advance; Second, illegal propaganda is not allowed; Third, it is not allowed to accept new students in the form of written examination, interview or any disguised examination or assessment; Fourth, it is not allowed to link the award-winning certificate and grade examination certificate with admission; Fifth, it is forbidden to promise to accept new students in any form without authorization; Sixth, it is not allowed to recommend new students to private schools in violation of regulations; Seventh, it is not allowed to illegally accept new students in the name of running schools jointly with private schools; Eighth, it is not allowed to recruit large class students beyond the plan; Ninth, it is not allowed to expand the scope of super-lots at will to accept new students; Ten is not allowed to collect school selection fees in any form. Acts that violate the provisions of the freshman admission policy should be corrected in time. If the circumstances are serious and cause adverse effects, the relevant personnel shall be investigated for responsibility. Within one month after the start of the new semester, all schools should report the list of new students and the list of non-local students to the Supervision Committee of the Commission for Discipline Inspection of Yudong New District and the Education, Culture and Sports Bureau of Yudong New District for the record.
5. Private primary schools refer to this scheme and enroll students independently according to students' wishes.
