It is necessary to adhere to the combination of renovation and transformation, maintain the traditional features of the city, and protect historical excellent buildings and historical and cultural blocks. It is forbidden to include housing demolition and renovation projects brought about by urban road expansion, historical block protection, and cultural relics renovation in the scope of shantytown renovation, and it is forbidden to include relocation projects for external engineering construction in urban planning areas in the scope of shantytown renovation.

Article 6 The housing and urban-rural construction departments of counties and cities and the housing system reform office of Enshi City are the competent departments in charge of monetized resettlement for shantytown renovation, and they shall be carried out in accordance with the principle of overall planning of the whole state and responsibility of counties and cities.

Article 9 The monetized resettlement shall be carried out in the following three ways:
(1) The government will directly pay the compensation funds to the expropriated person, and the expropriated person will purchase and lease the house by himself through the real estate market.
(2) The government sets up a trading platform to help the expropriated people to purchase houses through the market, and the government directly pays compensation funds to real estate development enterprises (units and individuals) that sell houses.
(3) The government purchases houses for resettlement. Counties and cities with large inventory of commercial housing and long-term oversupply of real estate market should regard the stock of commercial housing as an important resettlement housing.
when the government purchases houses for resettlement, it must strictly implement the centralized procurement procedures of the government and reasonably control the overall cost of shantytown renovation.

(3) If the residents in shanty towns choose monetary compensation to re-purchase their houses because their houses are expropriated, and the transaction price of the houses does not exceed the monetary compensation, the newly purchased houses shall be exempted from deed tax; If the transaction price exceeds monetary compensation, the deed tax shall be levied on the difference. Residents who choose to exchange property rights because of the expropriation of individual houses, and do not pay the price difference of the exchange of property rights, shall be exempted from deed tax on the newly changed houses; If the house property right exchange price difference is paid, the deed tax shall be levied on the price difference.
(4) monetary compensation obtained by individuals shall be exempted from individual income tax in accordance with the relevant provisions of the state.
(5) The minimum down payment ratio shall not be less than 41% for families in shanty towns who own a house and the corresponding purchase price has not been settled; Families who own a house and have settled their loans apply for housing provident fund to buy a house again, with a minimum down payment of 31%.
(6) individuals who purchase resettlement housing shall be exempted from stamp duty.

article 17 counties and cities should establish a risk assessment mechanism for social stability, properly handle the issues of letters and visits for expropriation and demolition, take the initiative to accept social supervision, and investigate the parties' responsibilities for violations of laws and disciplines such as harming the legitimate rights and interests of shantytown residents according to laws and regulations.
article 18 these measures shall be interpreted by the housing construction Committee of Enshi prefecture.
