Zhongguancun, located in Haidian District, Beijing, is the first national high-tech industrial development zone, the first national independent innovation demonstration zone and the first "national" talent special zone in China. This is the experimental field of institutional innovation in China, also known as "China Silicon Valley".

1In May, 988, the State Council approved the establishment of the Beijing High-tech Industrial Development Experimental Zone, the predecessor of Zhongguancun Science Park. Zhongguancun Science Park Management Committee is an agency of Beijing Municipal Government, which exercises unified leadership and management over the park.

Zhongguancun is the most densely populated area of science, education, intelligence and human resources in China, with nearly 4/kloc-0 institutions of higher learning represented by Peking University and Tsinghua University, and 206 national (municipal) scientific research institutes represented by the affiliated institutes of China Academy of Sciences and China Institute of Engineering. There are 67 state key laboratories, 27 national engineering research centers and 28 national engineering technology research centers. There are 26 university science parks and 34 overseas students' pioneer parks.

Zhongguancun National Independent Innovation Demonstration Zone Zhongguancun is China High-tech Industrial Center, the first national high-tech industrial development zone in China, the first national independent innovation demonstration zone and the first "national" talent special zone. This is the experimental field of institutional innovation in China, which is known as "Silicon Valley of China". Zhongguancun has a spatial pattern of multiple parks in one area, including Haidian Garden, Fengtai Garden, Changping Garden, Electronic City, Yi Manor, Desheng Garden, Yongheyuan Garden, Shijingshan Garden, Tongzhou Garden and Zhongguancun Daxing Biomedical Base. During the Twelfth Five-Year Plan period, Zhongguancun will continue to improve the unique development pattern of "one area with multiple parks", focusing on the construction of "two cities and two belts", namely Zhongguancun Science City and Future Science and Technology City, as well as the R&D northern service industry and high-tech industrial belt composed of Haidian North, Changping South and Shunyi, as well as the southern high-tech manufacturing industry and strategic emerging industrial belt composed of Beijing Economic and Technological Development Zone, Daxing, Tongzhou and Fangshan, so as to promote the development of high-end industrial clusters.

In the 12th Five-Year Plan, it is clearly stated that Zhongguancun in Beijing should be gradually built into a scientific and technological innovation center with global influence. The Outline of Zhongguancun National Independent Innovation Demonstration Zone Development Plan (2011-2020) clearly stated that Zhongguancun National Independent Innovation Demonstration Zone should adhere to the purpose of facing the world, radiating the whole country, demonstrating innovation and leading the future, and adhere to the strategic positioning of "deepening reform pioneer zone, opening innovation leading zone, high-end factor gathering zone, innovation and entrepreneurship gathering place, and strategic industry source".
