In the third year of Jiajing in the Ming Dynasty (AD 1524), a Jinshi from Dingtao, Shandong Province, moved to Yancheng County and was appointed magistrate. He thought that the word "Luo" was used in a place name and changed it to "毯".

At the end of the Qing Dynasty, the Beijing-Hankow Railway built a station here and named it Luohe Station. Because the name had many characters, it was omitted as Luohe Station for ease of writing and naming. Luowanhe Town was also called Luohe Town and belonged to Yancheng County.

With the development of Luohe's economy, the expansion of the Niuxing Street livestock trading market, and the upgrade of Luohe Station, Luohe's popularity has become higher and higher, and Luohe has been recognized by the world.

Under this circumstance, in 1958, the National Character Reform Commission officially recognized the second pronunciation of the character "毯".

Authoritative word books such as "Xinhua Dictionary", "Ciyuan" and "Cihai" have also been recognized one after another.

In July 1948, the county-level Luohe City was established.

In January 1949, Luohe City and Yancheng County jointly worked together.

In October of the same year, Luohe and Yancheng were separated.

In June 1960, Yancheng County was merged into Luohe City.

In November 1961, Luohe and Yancheng were separated again.

In January 1986, with the approval of the State Council, Luohe City was upgraded from a county-level city to a provincial city. It currently governs three counties, Yancheng, Wuyang, and Linying, as well as Yuanhui District, with a total area of ??approximately 2,640 square kilometers.

After the new administrative division adjustment in 2004, the jurisdiction was adjusted from the original "three counties and one district" of Yancheng, Linying, Wuyang and Yuanhui districts to three districts of Yancheng, Yuanhui and Zhaoling and two counties of Linying and Wuyang.

By the end of 2007, the urban area of ??Luohe was 1,020 square kilometers, and the urban built-up area was 35.4 square kilometers; the urban population was 1.25 million, and the urban population was 347,000.
