Yangqu county governs villages and towns. Xilingjing commune was established in 1959, and changed to township in 1984. Located in the east of the county seat, 38 kilometers away from the county seat. Area 147.7 km2. Xicha highway transits the border. The township has jurisdiction over six village committees: Xilingjing, Quanshuigou, Sweeping Valley, Youping, Xiping and Zhuanger. Crops include millet, beans, corn, naked oats and potatoes. Wu Peishan, a famous doctor, was born in Xilingjing village.
