Old Huai'an is now Chuzhou District, Huai'an City. New Huai'an is the original Huaiyin City. The original Huai'an City was a county-level city under the jurisdiction of Huaiyin City (prefecture-level city). Later, the "Three Huai'an One" (Huaiyin City, Huaiyin County, and Old Huai'an City) merged to form the current New Huai'an City, which consists of Qinghe District (city center), Qingpu District, Huaiyin District, Chuzhou District.
