According to the Food Safety Law, which came into effect on June 1 2009, the food and drug supervision department replaced the health supervision department to supervise catering services, and the Catering Service Permit was officially put into use on June 1 2009, replacing the Food Hygiene Permit, which has been used for decades.
(3) Environmental assessment
First, apply to the accreditation office of the environmental protection bureau of the jurisdiction. After the acceptance, the staff will come to the door for inspection and guidance. After the examination and approval, the sewage discharge permit will be issued.
(4) Fire electrical inspection
You need to apply to the fire department for approval before opening, and you need to apply to your jurisdiction when decorating. The senior management reported to the Municipal Fire Bureau, and the following floors (12) reported to the fire brigade of each district for acceptance.
(5) Examination and approval by the Industrial and Commercial Bureau
After the above three units are confirmed, they shall be submitted to the local industrial and commercial branch for acceptance.
(6) apply for tax registration certificate
Within 30 days from the date of obtaining the business license, you should apply to the local tax bureau for the local tax registration number. Small restaurants opened by individual industrial and commercial households have to pay 5% business tax. In addition, urban construction tax and education surcharge have to be paid. The tax amount is 1 1% of the business tax, and other taxes account for a small proportion.
Second, the business license after bidding is a temporary business license, valid for 6 months. At this time, the official business license has not been processed, the restaurant has been renovated, the equipment, bulk goods and staff have been fully prepared, and only the business license has not been processed. During these six months, you must complete all the formalities and obtain a formal business license, otherwise, if a part of the fire, health and environmental assessment is not approved and the business license cannot be approved, you can't start business.

The certificate can be obtained after 7 working days and is valid for 6 months.

Note: The application materials must be printed on A4 paper (except drawings), stamped with official seal page by page, and bound into volumes in sequence; If the submitted materials are photocopies, they shall be marked with "original copy" and stamped with the official seal of the unit. The contents of the application materials shall be true, complete and clear, and shall not be altered. The enterprise that has not obtained the official seal shall be signed and sealed by the legal representative on the information provided. If the applicant does not come in person, the clerk shall provide the applicant's power of attorney.
Second, after on-site guidance and review, the conclusion is that it meets the requirements and basically meets the requirements, and it will be accepted by the window. If the application materials are incomplete and do not meet the statutory requirements, the applicant will be informed of all the materials that need to be corrected at one time within 5 working days, and will be accepted after correction.
Three, according to the prescribed procedures for review, to meet the requirements of the issuance of "catering service license". Give a written reply to those who do not meet the requirements and explain the reasons.
Tip: According to the provisions of the Food Safety Law, from June 1 day, the food and drug supervision department will replace the health supervision department to supervise catering services and apply for catering service licenses. However, the situation is different in different places. In some areas, the food and drug regulatory authorities have stipulated that the places for handling catering service licenses are still in the Health Bureau.
