On the "My Group" page, pull it to the bottom, and there is a link "Apply to create a group" below the icons of the groups you join. Click it and fill it out as required. Then it will usually take one to three days-sometimes longer-before it is approved or rejected by the Douban management, and you will be notified by bean mail.
