According to Huang Shuichang, he bought gutter oil at the price of 950 yuan per barrel (200 Jin), and then sold it to chemical enterprises in Ningbo at the price of more than 5,000 yuan per ton. Generally speaking, gutter oil refers to oily floating objects in sewers or oil extracted from kitchen waste after simple processing, which can be used in chemical production.
However, the police found that Huang Changshui recently recorded two unusually large sums of money, and the remitters were from Donghai County, Jiangsu Province and Pingyin County, Shandong Province. Huang Changshui inadvertently said a sentence that caught the attention of the police: people who came to buy should test the acid price of waste oil.
Acid value is a sign of free fatty acid content in fat. The smaller the acid value, the better the quality, freshness and refining degree of the oil, and chemical enterprises do not need to test the acid value, which has aroused the suspicion of the police: Is this batch of oil to be processed into edible oil?
On March 28th, Lin Dong, director of Ninghai County Public Security Bureau, immediately instructed to put on record for investigation after listening to the report of Hong Jufeng, deputy instructor of the Public Security Brigade. At the same time, six suspects, including Huang Changshui, were detained.
Huang Changshui told the police that the buyers in Jiangsu and Shandong were surnamed Wang and Li respectively, but they didn't know the company name. The police entered the buyer's mobile phone number provided by Huang Changshui into Baidu, and the information of purchasing expired soybean oil and KFC oil jumped out. The name of the company is Xinglong Oil Company in Donghai County, Jiangsu Province, and the address and telephone number are easy to find.
After investigation, the telephone registration owner of the Shandong acquirer is Liu. Baidu shows that Liu is releasing a large number of information about purchasing various oil products. However, the police didn't realize that Liu Cai was the real protagonist of this big case at that time, and they started a game of wits and wits.

In order to understand the evidence chain of waste oil from production to dining table, Ninghai public security organs began to learn the background knowledge and technology of oil making after reporting to Zhejiang Provincial Public Security Department in early April.

The well-documented gutter oil incident occurred in 2000, when a vendor in Huludao, Liaoning Province cooked cooking oil with swill and sold it. Since then, such incidents have occurred in Wuhan, Hohhot, Beijing and other places. From 2003 to 2005, it was a period of high incidence of gutter oil. Many provinces and cities have successively issued relevant regulations, but it is difficult to cure chronic diseases.
However, in the public impression, cooking oil is processed into cooking oil by some black workshops, which has neither formed a climate nor formed an industrial chain. Hong Jufeng didn't know at that time that they were getting closer and closer to this dark industrial chain.
The investigation found that the oil money that Li Shujun sent to Huang Changshui came from a bank in Pingyin County. As a result, Jinan Green Energy Co., Ltd. (hereinafter referred to as Green Company) entered the sight of the police. Coincidentally, the boss of this company is Liu whom the police met online before.
According to the public information of Green Company, this is an energy enterprise with an annual output of 40,000 tons of biodiesel. In fact, the production process of biodiesel is quite similar to the process of processing waste oil into edible oil. Many biodiesel production enterprises in Ningbo introduced the secrets to the police: the former does not require high acid price, and both of them will have a strange smell in the production process, but the latter is an obvious smell; The latter production needs an adsorbent called clay to decolorize, while the former does not.
At the end of May, Hong Jufeng came to Rose Town, Pingyin County, Jinan City with a five-person task force. Green company covers an area of 15 mu, one third of which is a steel structure factory building. There are eight monitoring probes around the fence, and the doorman is strict, so it is difficult for strangers to enter. The members of the task force did not startle them, but took advantage of the night to investigate nearby. A gust of wind blew, and the policeman shrugged his nose-it stinks!
But these investigators are not excited. Their next plan is to find out where the oil goes. "Products should be shipped out, raw materials should be brought in, and there will always be gains if you stay there," said Hong Jufeng.
Police officers borrowed two private cars and took turns guarding them in two groups. At 4: 30 am on June 2, a raw material truck drove into the factory, and at about 9 am the next day, a 12 ton tanker loaded with oil drove out of the factory. "keep up!" Hong Jufeng instructed.

After many investigations, the network of Green Company has gradually become clear. The registered legal representative of Green Company is Liu's nephew Yu Qingpeng, but Liu is actually the boss behind the scenes, his brother-in-law Lu Jun is the production director, and the owner of the tanker is Liu's other nephew. This is a real family business. Liu pays for gas through the private bank card of relatives in the factory. Several transformations of green companies
In the eyes of friends, Liu is both clever and talented. Although he only graduated from technical secondary school, he has overcome many technical difficulties in oil production.
1997, 22-year-old Liu graduated from Shandong Light Industry Engineering School with a major in light industry machinery and joined Shandong Pingyin Aluminum Factory as a technician. He continued to borrow money from relatives and friends until 2006, when he owed nearly 2 million yuan. In 2006, biodiesel became a hot spot. Liu carefully looked at the project, looking for technology everywhere, and preparing to put biodiesel into production. "Later, there was no market, and PetroChina and Sinopec didn't want it. Who else can they sell it to? "
Liu began his second metamorphosis. In 2008, he began to produce feed oil. From the beginning of 2008 to the second half of 2009, E * * sold less than 2,000 tons, earning about 500 yuan per ton. Liu said that feed oil is deep red, which is very different from normal oil. Some of them went to feed mills, some did chemical engineering, and some made food.
In the second half of 2009, Liu spent more than 2 million yuan to rent a workshop of 1300 square meters, acquire new equipment, prepare to apply for animal source certification, and vigorously develop feed oil. But the Animal Husbandry Bureau didn't pass his application. "What should I do if all the money is invested?" In this case, Liu came up with the idea of using waste oil as cooking oil. "This is beyond the business scope."
To this end, he registered a new company named Bohui Biotechnology Co., Ltd. with a registered capital of 500,000 yuan. Relying on his contacts in the oil industry, Liu quickly opened the market.
Liu, who is good at studying, divides refined waste oil into three processes: hydrolysis; Adding clay to decolorize and remove impurities; Finally, the acid value is reduced by cooking. However, because gutter oil has been used all the time, and it often contains a pungent taste that cannot be removed, Liu has never been able to overcome it. In order to ensure the "quality", he had to think of a once-and-for-all way-no longer buying waste oil as raw materials from Sichuan and Hunan, which are used to eating spicy food.

Hong Jufeng found that different stages of gutter oil have different names in the industry. The acquisition link is called "gutter oil", the refining stage is called "crude oil", and it is called "red oil" when it leaves the factory, and it is called "rice bran oil" or cheap "cottonseed oil" when it enters the grain and oil terminal market.
Mr. Yuan told the police that rice bran oil is synonymous with gutter oil, which is an open secret in the industry. "I didn't know how this oil was made until I saw the news, so I didn't eat anything all day." It was not until June this year that Zhu Xuefeng stopped stealing oil home because of his poor taste.
After nearly two months of investigation, a complete industrial chain from fishing, resale, production to sales of waste oil finally surfaced. On July 4, Zhejiang and Shandong police rounded up more than 60 police officers, arrested 9 suspects including Liu on the spot and seized 694 tons of waste oil. On July 14, Zhejiang and Henan police arrested five suspects, including Yuan Yi, a salesman of Zhengzhou Qingfeng Grain and Oil Market. On the spot, more than 0/00 boxes of counterfeit brand edible oil were seized, and more than 30 tons of edible oil in bulk in oil tanks.
From the notebook that Liu carried with him, the police found the accounts in and out of Green's company and the information on the up and down lines, which basically coincided with the investigation. Through the inquiry of employees of Green Company, the police learned that the company's internal management is very strict, and it is clearly stipulated that it is not allowed to talk about products. All external information is controlled by Liu alone. An employee told the police about his tragic experience: the waste oil in the oil tank was heated and fermented, and the tank cover was opened and spilled all over the floor, including a sanitary towel.
According to Liu's confession, 95% of the waste oil produced by Liu was sold to a company in Henan and Qianmen Trading Company in Jinan, and the latter was sold to a well-known pharmaceutical company as a nutrient for drug bacteria culture.
"The companies in Henan told me that they would never enter the edible oil market, but I couldn't keep up with them." Liu argued that he did bear part of the responsibility, but he didn't know that his products had flowed to the table.
On July 22, Ninghai police provided more than a dozen clues to the local public security organs, involving Sichuan, Guizhou, Jiangsu, Shandong, Henan, Hebei, Liaoning, Shaanxi and other provinces.
