In the fifth year of Yongle in the Ming Dynasty, it belonged to Muxia Hewei. In the Qing Dynasty, Moheidianzi Karen (also written as Huanghedianzi) was established. It was developed around 1875 during the Guangxu period of the Qing Dynasty and came under the jurisdiction of Hunchun Hall. In 1910, it was designated It belonged to Wang Qing and was renamed Chunfangshe District 2 in 1912. During the puppet Manchukuo period in 1934, Japan implemented the Baojia system. Chunfang District 2 was renamed Wangqing Chunfangbao. In 1938, it was changed to Chunfang Village Office. In 1945, it was renamed Wangqing Chunfang District 8th District. In 1947, it was transferred from Wangqing to Hunchun and named District 7, Chunfang District, Hunchun County. In 1956, reforms were implemented to divide Chunfang District into two townships, Liangshui Township and Yinghao Township. In 1962, Liangshui Township and Yinghao Township were merged to form Liangshui People's Commune. In 1968, Liangshui People's Commune Revolutionary Committee was established. In 1983, it was changed to Liangshui Township. In 1984 It was promoted to Liangshui Town in 2001. On August 1, 1991, the administrative district was transferred from Hunchun City to Tumen City.
