It is an alkaline solution with a PH of 8.5 to 12.5, e.g., calcium hydroxide solution (clarified limewater). That is,

when a solution of a substance is alkaline and the solution PH is in the range of 8.5<PH<12

it is possible to turn purple kale water green.
