5. Soup base
Don't wash the pot where the whistle is fried, just let go of the water, add salt, soy sauce and Chili powder, add one third of the whistle and stew for 2-3 minutes. When the water is boiled, put the powder and take it out for 1-2 minutes: spread the whistle on the rice flour. Sprinkle with sesame seeds, Chili powder and remaining diced shallots.
