Secondly, the Japanese government remained intact after the war and was not re-cleansed; the government was still the same, with only a few notorious officials purged from the government, and most of the people at all levels of government were able to stay in their jobs. Finally, after the war, the United States, in order to maintain its strategic advantage in East Asia and to encircle China and the Soviet Union, adopted the policy of rearming Japan, and left a large number of defense matters to Japan, which led to the rapid rise and restart of many war Japanese zaibatsu, and the rebuilding of the military-industrial system. This is also different from Germany, both East and West Germany were in the hands of the Allies, and its military machine was almost divided up by the United States, the Soviet Union, Britain and France.
