2. Remove the tendon of beef and chop it; cut the horse's hoof, fat meat and green onion into small pieces.
3. Add the hoof, green onion, seasoning (sugar, soy sauce, sesame oil, pepper) to the beef and stir to gelatinize, then add the fat meat and oil and mix well, set aside for about 30 minutes to make the meat filling.
4. Pack the dough into the appropriate amount of filling, pinch to seal, and wrap into dumplings.
5. Place the wrapped dumplings in an oiled steamer basket and steam over high heat for 8 minutes to cook through.
