First, do a good job of purchasing share reservation

Municipal competent budget units and district financial departments should co-ordinate and guide their subordinate budget units to fill in the reserved share of agricultural and sideline products in poverty-stricken areas in 2022 through the online sales platform of agricultural and sideline products in poverty-stricken areas (cg.fupin832.com, hereinafter referred to as the 832 platform) and the "purchaser management system" before March 25, 2022, according to the ratio of not less than the total annual purchase of agricultural and sideline products 15%. The municipal competent budget unit shall confirm and summarize the reserved share reported by its subordinate budget unit and report it to the municipal finance department for confirmation. The financial departments of all districts shall organize the district competent budget units to do a good job in confirming and summarizing the reserved shares, and confirm the reported reserved shares.

Second, improve the basic information of purchase accounts

Municipal competent budget units and district financial departments should urge their budget units to fill in the basic information such as the total annual purchase amount of agricultural and sideline products, reserved shares, contacts and contact information according to the actual situation of their own departments and units. For units without canteens, "No Canteen" can be marked on the 832 platform, and there is no requirement for its reserved share; Units outsourcing canteens should fill in the reserved shares as required, and open trading accounts for specific procurement execution entities in the 832 platform purchaser management system; For * * * units that use canteens, the relevant units * * * will determine a unit as a representative to fill in the reserved share, and the rest units will indicate the relevant information; In case of merger, cancellation or renaming of the subordinate budget unit, please contact the 832 platform or the finance department at the same level to change the information in time.

Three, accelerate the implementation of agricultural and sideline products procurement

Municipal competent budget units and district financial departments should organize their subordinate budget units to actively carry out the procurement of agricultural and sideline products in poverty-stricken areas through the 832 platform in accordance with the principle of "high quality and low price, competitive merit", especially the products in twinning areas of our city. After receiving the goods, it is necessary to pay the goods to the suppliers in time, without default, and make a good performance evaluation through the 832 platform. Encourage trade unions in budget units to purchase trade union benefits and condolences through the 832 platform, and encourage individual employees to purchase agricultural and sideline products in poverty-stricken areas through the 832 platform WeChat applet. The relevant purchase amount is included in the annual purchase amount of each unit.

Four, the release of agricultural and sideline products procurement needs

Municipal competent budget units and district financial departments can organize their subordinate budget units to release the demand for canteen food procurement and trade union procurement through the 832 platform, cultivate and expand rural characteristic industries from the demand side, realize the effective docking of the demand for canteen food procurement of budget units and the supply of agricultural and sideline products in poverty-stricken areas, and provide strong support for consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization.
