The medical insurance for migrant workers in Beijing was previously implemented in accordance with the Interim Measures for Migrant Workers to Participate in Basic Medical Insurance issued in 2004. If the employer fails to declare the social security payment wages within the specified time, the social security payment wages for 20 12 will be determined according to the relevant provisions of the Social Security Law, starting from April, according to 1 10% of the amount paid by the employer last month.
Migrant workers can enjoy outpatient reimbursement.

Because it takes a while to apply for a social security card, migrant workers can seek medical treatment with the proof of obtaining a new social security card if they do not receive a social security card after April. Undeclared individuals shall be determined according to the payment amount of the previous year.
The circular also clarified the declaration procedures for individual archivists.
