According to the spirit of the Eleventh Five-Year Plan for the Development of Traditional Chinese Medicine, in order to strengthen the cultural construction and scientific popularization of traditional Chinese medicine, so that the broad masses of the people can fully understand and make use of the basic concepts and knowledge methods of traditional Chinese medicine in understanding life, maintaining health, preventing and treating diseases, and maintaining health and rehabilitation, the central government arranges special funds for the promotion and popularization of traditional Chinese medicine knowledge. In order to organize the implementation of this project, state administration of traditional chinese medicine formulates this implementation plan.

I. Project objectives

(1) Vigorously publicize and popularize the knowledge and culture of Chinese medicine, strengthen people's understanding and knowledge of Chinese medicine, safeguard people's right to know and choose Chinese medicine, and constantly meet the growing needs of the broad masses of Chinese medicine health care knowledge and popular science culture.

(two) to promote the construction of Chinese medicine knowledge popularization team, expand publicity channels, explore the construction of publicity and popularization operation mechanism, and constantly improve the ability of Chinese medicine knowledge popularization.

(three) to enhance the general understanding and recognition of Chinese medicine in society, create a good social and public opinion environment for the development of Chinese medicine, and promote the inheritance and innovation of Chinese medicine.

Second, the project scope

3 1 province (autonomous region and municipality directly under the central government) in China shall be organized and implemented by the administrative departments of traditional Chinese medicine of the provinces, autonomous regions and municipalities directly under the central government.

Third, the content of the project

(a) to carry out traditional Chinese medicine publicity activities

1, activity mode and content

(1) Popular science lectures, demonstrations of traditional Chinese medicine fitness methods, free clinics, cultural performances, knowledge contests and other popular ways are adopted.

⑵ The content mainly includes four aspects: first, the principles and policies of Chinese medicine and the achievements of Chinese medicine development; Second, the basic concepts and knowledge of Chinese medicine in preventing and treating diseases; Third, the knowledge and methods of TCM health care; Fourth, the knowledge of Chinese medicine history and celebrity stories.

2. Activity objectives

(1) Make the masses understand the relevant principles and policies of Chinese medicine and the development achievements of Chinese medicine.

⑵ Make the masses understand the basic concepts of Chinese medicine, master some popular knowledge of Chinese medicine, and learn some common health care methods of Chinese medicine.

3. Activity requirements

(1) Each county (city) shall carry out at least three of the above publicity methods. There are at least five popular science lectures; Free clinic at least five times; Other publicity methods can be selected according to local actual conditions.

The publicity activities should go deep into communities, streets, towns, villages, schools, organs, enterprises and institutions. Each county (city) directly benefits at least 5,000 people, and the beneficiaries are as wide as possible.

(3) The organization of the project should give full play to and make use of the role of local news media, expand its influence through the media, arouse widespread concern of the society, and strive for good publicity effect.

(4) At the end of each activity, summarize the form, content and effect of the activity, and keep the relevant text and video materials of the activity.

In the promotion of traditional Chinese medicine, all provinces should pay attention to the selection and training of talents in traditional Chinese medicine culture, and cultivate and build a publicity and education base for traditional Chinese medicine culture.

(two) publicity and popularization of Chinese medicine knowledge.

1, working methods and contents

(1) To organize the compilation, production and publication of popular Chinese medicine works (including audio-visual products) and set up columns in the media to publicize and popularize the knowledge of Chinese medicine.

(2) The work mainly includes three aspects. First, the provinces organize the compilation and publication of traditional Chinese medicine cultural propaganda and popular science works, and print and distribute traditional Chinese medicine knowledge propaganda materials; The second is to coordinate the local mainstream media to set up Chinese medicine knowledge and popular science propaganda columns or introduce Chinese medicine knowledge; The third is to innovate working methods and enrich activities according to the actual situation in this province.

2, job requirements

Summarize the publication of works, the distribution of publicity materials, the content and effect of the media publicity column, etc.

In the work of popularizing the knowledge of traditional Chinese medicine, all provinces should investigate the needs of the grassroots and form a research report in combination with the local actual situation. In addition, the provinces will also hold an experience exchange meeting to carry out the knowledge popularization activities of traditional Chinese medicine, sum up the experience of exchange, and study and discuss the long-term mechanism of the work.

Fourth, the project organization and implementation

(a) my bureau is responsible for the macro management and overall evaluation of project implementation, organizing experts to review the implementation plans of local projects, and inspecting and evaluating the implementation results.

(two) the provincial administrative departments of traditional Chinese medicine are responsible for the organization and implementation of the project, and should formulate specific project implementation plans in light of local actual conditions, and carefully organize the implementation after reporting to our bureau for examination and approval.

V. Project funding arrangement

In 2008, the central government allocated a special fund of 24.8 million yuan (excluding 6.2 million yuan for the construction of Chinese medicine culture in Chinese medicine hospitals), which was mainly used to organize and carry out Chinese medicine publicity activities and strengthen the financial subsidies for the popularization of Chinese medicine knowledge. Provincial administrative departments of traditional Chinese medicine and financial departments around the country should * * * formulate measures for the administration of subsidy funds (for details, please refer to the document No.212 of Caishe [2008], Annex 3 of the Notice of the Ministry of Finance and state administration of traditional chinese medicine on Issuing the Special Fund for Public Health of Chinese Medicine Departments in 2008, which has been issued).

VI. Project Execution Time

The implementation time of this project is from 2008 to 2009. All provinces (autonomous regions and municipalities) shall prepare and complete the project implementation plan before 2009 1 Month 3 1; Complete the project task before 20091February 3 1.

VII. Project Supervision and Evaluation

(a) my bureau is responsible for auditing the implementation plan of projects in various places, and supervising and managing the implementation of the project organization.

(3) Strengthen the project performance evaluation. In the mid-term project implementation, our bureau will conduct mid-term assessment and evaluation. Within three months after the completion of the project implementation, the provincial administrative departments of traditional Chinese medicine shall, jointly with the financial department, assess and evaluate the overall implementation of the project, and report the project summary and evaluation report to our bureau and the Ministry of Finance. Our bureau will inspect and evaluate the implementation results according to the implementation of projects in various provinces.

(four) in strict accordance with the provisions of the state financial special funds management, strengthen the management of project funds, improve the efficiency of the use of funds. Issued around the project funds must be earmarked, and shall not be used for other purposes. Our bureau and the Ministry of Finance will assess the use of project funds in accordance with the relevant provisions, and take the actual effect of project implementation in various places as the basis for arranging relevant project funds for the next year.
