Gulou District is located in Fuzhou City Northwest of the city. It is bounded by the Waifu Railway to the north and Jin'an River and Jin'an District to the east; to the south it is bounded by Qionghe River, Dongxi River, Douchi Road and Shangpu Road, adjacent to Taijiang District; to the west it is bounded by Minjiang River and Cangzhou The mountainous area is surrounded by the river; it is adjacent to Minhou County in the northwest. The total area is 35.7 square kilometers. The total population is 560,000 (2004). The Fuzhou dialect is commonly spoken in Eastern Fujian.

Historical evolution
In the early Han Dynasty, the Minyue King first built Yecheng. In the second year of Xining in Song Dynasty (AD 1069), the county guard placed a copper pot on the city tower to tell the time. The dripping pot that tells the time is called the Drum Tower, hence the name "Drum Tower".
In January 1946, when Fuzhou was established as a city, Gulou District was established, which was jointly administered by Dagen District and the municipal district. After Fuzhou was liberated on August 17, 1949, it was still a municipal district with district offices; in 1951, it was reorganized into the District People's Committee; in 1955, it was renamed the District People's Committee; in 1956, Dagen District was merged; in September 1968, it was renamed Hongwei District. , Gulou District was restored in April 1978
In November 1955, four sub-district offices were established: Gudong, Guxi, Huada and Xinmin. In May 1956, Dagen District was abolished and merged into Gulou District. The seven sub-district offices of East Street, South Street, Antai, Daoshan, Shuibu, Hexi and Dongmen were under the jurisdiction of Gulou District. In December 1957, the Xinmin Subdistrict Office was abolished and merged into the Huada Subdistrict Office; the Daoshan Subdistrict Office was abolished and merged into Antai and Nanjie Subdistrict Offices; the Hexi Subdistrict Office was abolished and merged into Dongjie and Dongmen Street office. In February 1970, the suburban Hongshan Commune was merged into the Hongwei Commune, and together with the Xindian Commune, was placed under the Hongwei District. In May 1975, Xindian Commune returned to the suburbs. In July, Hongwei Commune was placed under the vegetable area. In October 1981, the Wusi Street Office was added. In November 1986, Wangzhuang Xincun Subdistrict Office was added.
On October 27, 1995, the State Council (Guohan [1995] No. 102) approved the adjustment of the administrative areas of Fuzhou City’s municipal districts, including: (1) Gulou District governs the Water Department, Antai, and Dongjie 7 sub-district offices in , Gudong, Guxi, Huada and South Street, 2 neighborhood committees in Sirting and Tangbian in Wusi Street, Dongda, Wenquan, Jintang, Qionghe, Dongshui and Qiongxin in Dongmen Street There are 11 neighborhood committees in Hexi, Hedong, Donghu, Aoqiao and Tangmen, 2 neighborhood committees in Yijing and Huqian in Hongshan Town and Xindian Town were drawn from the original suburbs, and Douzhong and Xiting Streets in Chating Street were drawn from Taijiang District. There are four neighborhood committees: Yingli, Fuzhong and Jiufuan. The district residents’ residence remains unchanged.
