Chapter I General Provisions
Article 1 In order to cultivate and practice socialist core values, advocate and promote civilized behavior, improve the civilized quality of citizens and the civilized level of the whole society, and build a happy and beautiful new Gansu, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this province.
article 2 these regulations are applicable to the promotion of civilized behavior and related work within the administrative area of this province.
article 3 "civilized behavior" as mentioned in these regulations refers to the behavior that abides by the constitution, laws and regulations, embodies socialist core values, conforms to socialist moral requirements, safeguards public order and good customs, leads social customs and promotes social civilization and progress.
article 4 the promotion of civilized behavior should adhere to the unified leadership of party committees, the promotion of government organizations, the respective responsibilities of departments, and the participation of society, so as to realize * * * construction, * * * governance and * * * enjoyment.
article 5 the steering Committee for spiritual civilization construction at or above the county level shall make overall plans to promote civilized behavior within its administrative area.
the offices of the spiritual civilization construction steering Committee at or above the county level are responsible for the guidance, coordination, supervision, inspection and publicity of the promotion of civilized behavior.
article 6 the people's governments at or above the county level shall take the promotion of civilized behavior as an important part of the construction of spiritual civilization and incorporate it into the national economic and social development plan, so as to promote it in an overall way.
township people's governments and sub-district offices shall, according to their respective responsibilities, do a good job in publicizing and implementing civilized behaviors.
villagers' committees and residents' committees should strengthen the propaganda and guidance of civilized behavior and assist in the promotion of civilized behavior in their respective areas.
article 7 the relevant departments of the people's governments at or above the county level shall do a good job in promoting civilized behavior according to their respective responsibilities.
people's organizations such as trade unions, youth leagues and women's federations should do a good job in promoting civilized behavior within their respective scope of work.
article 8 the whole society should work together to promote the cultivation and practice of civilized behavior.
enterprises, institutions and social organizations should play their respective functions and actively promote civilized behavior.
news media should actively publicize civilized behavior, spread civilized ideas, supervise uncivilized behavior, and create a good atmosphere for the whole society to promote civilized behavior.
citizens should support and actively participate in the promotion of civilized behavior, and discourage or stop uncivilized behavior or report and complain. State functionaries, educators and public figures should play an exemplary role in promoting civilized behavior.
Chapter II Code of Conduct
Article 9 Citizens shall abide by the following provisions:
(1) Love the motherland, love the people, support the * * * production party in China, and safeguard national and social interests;
(2) Respecting, studying, observing, upholding and applying the Constitution;
(3) Consciously practice the socialist core values and vigorously carry forward the spirit of the times, national spirit and Gansu spirit;
(4) consciously abide by laws, regulations, civic ethics, industry norms, codes of conduct and other civilized codes of conduct.
Article 11 Units and individuals shall maintain public order and consciously abide by the following provisions:
(1) Business activities and personal activities shall not interfere with public order and public traffic;
(2) To carry out entertainment, fitness, commercial publicity and other activities, facilities and equipment such as venues and audio equipment should be used reasonably, so as not to affect the work and life of others;
(3) Dress appropriately and behave in a civilized manner in public places;
(4) Attend assemblies, watch cultural performances, sports competitions, various exhibitions, etc., obey on-site management, and do not affect others and public order;
(5) fulfill the responsibility of guardianship to prevent minors from influencing others in public places;
(6) Get up and down in an orderly way by public transport, get out first and then back by straight escalator, and stand on the right side by escalator;

(9) Not drinking and causing trouble in public places;

Article 11 Citizens should take good care of public sanitation and consciously abide by the following provisions:
(1) Do not spit or urinate, go to the toilet in a civilized manner and take good care of public toilet facilities;
(2) No littering of peels, scraps of paper, plastic bags, chewing gum, cigarette butts and other wastes;
(3) Put the garbage in categories according to the regulations;
(4) Don't scribble, depict, spray or paste on buildings, structures, floors and other public facilities at will;
(5) Do not damage public sanitation facilities, flowers and trees, and do not barbecue in the open air in prohibited time periods and areas;
(6) comply with the relevant provisions on setting off fireworks and firecrackers;
(7) Abide by the relevant regulations on raising livestock and poultry;
(8) Do not throw or burn memorial objects in non-designated public places;

Article 12 Citizens should travel in a civilized manner and consciously abide by the following provisions:
(1) They should walk on the sidewalk, walk on the right side of the road if there is no sidewalk, pass through the intersection indicated by traffic signals, and do not cross the road or cross the road isolation facilities at will;
(2) Take public transport and offer your seats for the old, young, sick, disabled and pregnant passengers, and do not forcibly occupy them;

Article 13 Citizens should travel in a civilized manner and consciously abide by the following provisions:

Article 14 Citizens should maintain community civilization, be friendly to neighbors, unite and help each other, and consciously abide by the following provisions:

article 16 citizens should consciously safeguard the campus environment and care for teaching facilities, and abide by the teaching order. they should not insult, abuse, threaten or beat teachers and other educators in any way, nor should they gather people on campus to make trouble in any way, thus disrupting the order of education and teaching.

article 17 citizens should surf the internet in a civilized way, and may not fabricate, publish or spread false information, vulgar and obscene information or other information that endangers national security, public order and the legitimate rights and interests of others.
article 18 citizens should consciously enhance their awareness of ecological protection and public health and safety, change customs, get rid of the bad habit of eating wild animals, and do not buy or eat wild animals that are prohibited from trading and eating according to laws and regulations.
Article 19 When citizens suffer from infectious diseases, they should consciously abide by the relevant public health and epidemic prevention regulations and accept the supervision and management of relevant departments and institutions.
Article 21 Dogs should be kept in compliance with relevant laws and regulations, and dogs should be kept in a civilized manner:
(1) When taking dogs out of the house, adults should lead them with a leash, actively avoiding others, and are not allowed to enter the dog-forbidden area;
(2) Clean up the feces excreted by dogs in public areas in time;
(3) manage the dogs well to prevent them from interfering with others' lives.

article 21 state functionaries should perform their duties conscientiously, be diligent and pragmatic, be honest and perform their duties, and administrative law enforcement personnel should strictly regulate fair and civilized law enforcement.
Personnel engaged in social services shall abide by the following provisions:

article 22 the construction unit shall carry out civilized construction, strengthen the management of the construction site, set up isolation and protection facilities, safety warning signs, etc., to prevent or reduce the impact of muck, dust, sewage, noise, toxic and harmful substances and gases on the city appearance and environmental quality.

article 25 advocates respecting the old and caring for the young, respecting teachers and attaching importance to teaching, uniting and being friendly, and helping each other.
article 26 advocates encouraging units and individuals to actively participate in volunteer service activities, establish volunteer service organizations, broaden the fields of volunteer service and innovate volunteer service methods.
article 27 encourages and supports courageous acts, and protects and rewards courageous people.
article 28 advocates encouraging individuals to donate blood for free according to law and voluntarily donate hematopoietic stem cells, human tissues and organs.
article 29 advocates filial piety for the elderly and love for relatives, family harmony, diligence and housekeeping, and establishes a good family style.
Encourage and advocate the civilization of marriage, consciously resist the high bride price and oppose extravagance and waste.

Article 31 advocates the following civilized and healthy lifestyles:
