On March 8, 1949, during the Second Plenary Session of the Seventh Plenary Session of the Communist Party of China (CPC), Mao Zedong, Liu Shaoqi, Zhou Enlai, Zhu De, Ren Bishi and other leaders summoned Chang Qiankun and Wang Bi, who presided over the Northeast Old School, to listen to the report, and made the decision to formally establish the People's Air Force and deployment.

On Oct. 1, 1949, 17 planes of the People's Air Force appeared in the parade for the founding of the nation.

On Nov. 11, 1949, the Central Military Commission announced the establishment of the People's Liberation Army Air Force (PLAAF). The skies of China were now in the hands of the Chinese people.
