In fact, let’s compare the establishment horizontally after the second reorganization in 1933:
The Red Front Army: It has the 1st, 3rd, and 5th Army Corps, and below the Army Corps are divisions.
The Fourth Red Front Army: It has jurisdiction over the 4th, 9th, 30th, and 31st corps. Below the corps are divisions.
The Second Red Front Army had not yet been established at that time. The predecessor Red Sixth Army had jurisdiction over the 17th and 18th divisions and was short of 16 divisions.
During the third reorganization, the Fourth Front Army had legions under its jurisdiction, but it was subsequently split and the original organizational structure was basically restored.
So whether it is a legion or an army, they are all divisions, and the level is the same.
