Article 1: The Shangcheng District and Jianggan District of Hangzhou City shall be abolished and a new Shangcheng District of Hangzhou City shall be set up, with the administrative areas of the former Shangcheng District and Jianggan District (excluding Xiasha Street and Baiyang Street) as the administrative area of the new Shangcheng District, and the People's Government of the Shangcheng District shall be stationed at No. 77, Wangchao Road, Wangjiang Street.

Second, the abolition of Hangzhou downtown, Gongshu District, the establishment of a new Hangzhou Gongshu District, the former downtown, Gongshu District, the administrative area of the new Gongshu District, Gongshu District People's Government shall be stationed at No. 1, Taizhou Road, Gongchenqiao Street.
