I. General requirements

Taking the transformation of agricultural mechanization development mode as the main line, adjusting and optimizing the structure of agricultural machinery and equipment and improving the level of agricultural mechanization as the main task, we will accelerate the mechanization of key links of major crops and actively develop the mechanization of animal husbandry, fishery, facility agriculture, forestry and fruit industry and primary processing of agricultural products. Second, the scope and scale of implementation

Agricultural machinery purchase subsidy policy continues to cover all agricultural and animal husbandry counties (fields) in China. Comprehensive consideration of the provinces (autonomous regions, municipalities, Corps, agricultural reclamation) cultivated land area, main crop yield, crop planting area, rural population, agricultural mechanization development priorities, combined with the development of agricultural machinery purchase subsidies, to determine the scale of capital control. In order to support spring ploughing, the Ministry of Finance has informed all localities in advance of the first batch of subsidies for agricultural machinery purchase in 20 1 1 2 on September 20th. III. Subsidized machines and tools and subsidy standards

(1) Types of subsidized machines and tools. Farming and soil preparation machinery, planting and fertilizing machinery, field management machinery, harvesting machinery, post-harvest processing machinery, primary processing machinery of agricultural products, irrigation and drainage machinery, animal husbandry and aquaculture machinery, power machinery, farmland capital construction machinery, facility agricultural equipment and other machinery/46 subcategories of kloc-0/2/80 items of machines and tools (see annex 1 for details). Walking tractors and micro-tillers are only subsidized in schistosomiasis control areas and hilly areas. Corn-wheat dual-purpose harvester is subsidized as a wheat combine harvester and a separate corn harvesting header.

Except for 46 sub-categories of 12 and 46 sub-categories of 180 items, all localities can add no more than 30 items of other machines and tools in 12 and include them in the scope of central fund subsidies. Backpack wheat combine harvesters, belt-driven wheeled tractors, transport machinery, loaders, agricultural aircraft, internal combustion engines, oil-fired generator sets, wind power equipment, hydraulic equipment, solar energy equipment, packaging machinery, traction machinery, and the civil works of facility agriculture (referring to the greenhouse foundation and wall built with building materials such as mud, bricks, sand and gravel, reinforced concrete, etc.) and the corn grain combine harvesters in Huang-Huai-Hai area are not included in the scope of central financial subsidies.

(2) Determination of subsidized machines and tools. The Ministry of Agriculture determines the range of subsidized machines and tools nationwide according to the needs of national agricultural development and national industrial policies; All provinces (autonomous regions, municipalities, corps and agricultural reclamation) reasonably determine the specific range of subsidized machines and tools in light of local actual conditions. The competent department of agricultural mechanization at the county level shall not arbitrarily narrow the scope of subsidized machines and tools, and the number of annual subsidized items in the province shall be consistent. Subsidized machines and tools must be products that have been listed in the national support promotion catalogue and the provincial support promotion catalogue.

(3) Subsidy standards. The central financial subsidies for agricultural machinery purchase shall be fixed, that is, the same type and grade of agricultural machinery shall be subject to a unified subsidy standard in the province. The amount of subsidies for general agricultural machinery products shall be uniformly determined by the Ministry of Agriculture, and the amount of subsidies for non-general agricultural machinery products shall be determined by the provinces (autonomous regions, municipalities, corps and agricultural reclamation) themselves, and the single-machine subsidy limit shall not exceed 50,000 yuan. The quota subsidy for non-general agricultural machinery products shall not exceed 30% of the average market selling price of the province (autonomous regions, municipalities, corps and agricultural reclamation) in the past three years, and the quota calculation ratio of farm machinery subsidies for major crops and plant protection in key schistosomiasis control areas shall not exceed 50%. Provinces (autonomous regions, municipalities, Corps, agricultural reclamation) should announce the list of subsidies for subsidized machines and tools to the public according to procedures and report it to the Ministry of Agriculture and the Ministry of Finance for the record (see Annex 2 for the list of subsidies). It is necessary to strengthen the investigation of the market price of subsidized products, dynamically track market changes, make timely adjustments to excessive subsidies, and settle accounts according to the adjusted subsidies. IV. Determination of Subsidy Object and Distributor

The subsidy targets are farmers, herdsmen, farm (forest farm) workers and agricultural production and operation organizations directly engaged in agricultural machinery operations that are included in the scope of implementation and meet the subsidy conditions. When the number of people applying for subsidies exceeds the planned target, it is necessary to determine the subsidy object in a way that is easy for farmers to accept, such as public lottery, in accordance with the principle of fairness, impartiality and openness. Farmers who have scrapped old agricultural machinery and obtained the certificate of dismantling and recycling can be given priority subsidies.

Subsidized machinery dealers must be registered by the industrial and commercial department, obtain a business license to distribute agricultural machinery products, and have certain conditions such as personnel, venues and technical service capabilities. The list of dealers is put forward by agricultural machinery production enterprises independently according to the qualifications of dealers stipulated by the Ministry of Agriculture and the provincial agricultural mechanization department, and reported to the provincial agricultural mechanization department for unified announcement for farmers to choose independently. Agricultural mechanization departments and production enterprises should strengthen the supervision and management of subsidized machinery dealers. Subsidized equipment dealers must operate in a standardized manner and operate in good faith. When selling products, they should clearly specify the configuration and open the price in a prominent position, and may not handle the subsidy procedures on their behalf.

Subsidies can be purchased independently in the province, and dealers can be selected across counties.

Five, to carry out the pilot operation mode innovation

In order to further implement the agricultural machinery purchase subsidy policy, promote work innovation, plug all possible loopholes, simplify procedures, and improve efficiency, all localities can continue to carry out pilot projects such as decentralization of fund settlement levels, selecting a few agricultural machinery items that are urgently needed by agricultural production and are conducive to the structural adjustment and layout optimization of agricultural machinery and equipment, and satisfying all farmers' purchase demand subsidies within the province; At the same time, pilot projects will be carried out to select some cities and counties to receive subsidies with invoices after full-price purchase. Advocate agricultural machinery production enterprises to distribute agricultural machinery products directly by direct selling, reduce the purchase links and realize the docking of supply and demand.

The provinces that intend to carry out the pilot should seriously study, carefully consider, scientifically design, formulate practical plans, and report them to the Ministry of Agriculture and the Ministry of Finance for approval before implementation.

VI. Work Measures

(1) Strengthen leadership and cooperate closely. Agricultural mechanization departments and financial departments at all levels should further improve their ideological understanding, strengthen organizational leadership, establish a work responsibility system, sign responsibility forms at different levels, and clarify tasks and responsibilities. It is necessary to formulate assessment methods for agricultural machinery purchase subsidies, pay attention to work performance, increase work assessment, and link the assessment results with the allocation of subsidy funds. We should conscientiously do a good job in investigation, scheme formulation, mobilization and deployment, training and guidance. It is necessary to do a good job in communication and coordination with local farming, animal husbandry, fishery, agricultural reclamation, water conservancy, forestry and other departments, and effectively include animal husbandry, forestry, drought-resistant and water-saving machinery and equipment in the scope of subsidies. It is necessary to establish and improve the working mechanism of county-level agricultural machinery purchase subsidies, set up a leading group for county-level agricultural machinery purchase subsidies led by county leaders and attended by the CPPCC National Committee, discipline inspection and supervision, finance, agricultural machinery, public security, industry and commerce, and agricultural departments, and jointly study and determine the allocation of subsidy funds and the types of key promotion machines, and supervise the implementation of subsidy policies. (2) Standardized operation and strict management. To give full play to the role of the market mechanism, it is not allowed to bring specific manufacturers and product models when publishing the list of subsidies for subsidized products. Third, strictly implement the system that the distributors of subsidized products are recommended by the production enterprises independently, and farmers choose the distributors and subsidized products independently. Fourth, it is strictly forbidden to adopt unreasonable policies to protect the backward production capacity in the region, and enterprises that produce the same items of machines and tools inside and outside the provinces (autonomous regions, municipalities, corps and agricultural reclamation) should be treated equally. It is strictly forbidden to recommend products to farmers who purchase machines, and it is strictly forbidden for enterprises to raise prices by expanding subsidies for agricultural machinery purchase. The price of the same product sold to farmers who enjoy subsidies shall not be higher than that sold to farmers who do not enjoy subsidies. Fifth, we will continue to vigorously promote the network management of agricultural machinery purchase subsidy information. From 20 12, all localities should use the national agricultural machinery purchase subsidy management software system developed by the Ministry of Agriculture to share information with the financial department and improve the transparency, standardization and efficiency of work.

(3) Strengthening guidance and scientific regulation. Agricultural machinery purchase subsidy is not only a policy of strengthening agriculture and benefiting farmers, but also an industrial promotion policy. All localities should correctly grasp the policy orientation, give full play to the regulatory role of subsidy policies, adopt formula method or factor method to determine the scale of subsidy funds in all localities, determine the scope of subsidy equipment items according to local conditions, and scientifically calculate the subsidy amount in different grades. Encourage the focus of subsidies to be highlighted, give priority to the machinery with weak links urgently needed in agricultural production, promote the optimization of the structural layout of agricultural machinery and equipment, improve the level of agricultural mechanization in weak links, accelerate the pace of agricultural mechanization development in backward areas, and comprehensively improve the quality of agricultural mechanization development. It is necessary to thoroughly investigate the demand for agricultural machinery and equipment, scientifically analyze the current situation and shortcomings, and formulate medium-and long-term agricultural machinery purchase subsidy plans according to local conditions to provide effective support for the continuous and in-depth implementation of subsidy policies.

(four) open information and accept supervision. We should conscientiously implement the spirit of the Notice of the General Office of the State Council on Forwarding the Opinions of the National Leading Group for Openness of Government Affairs on Strengthening the Pilot Work of Government Affairs Openness and Government Services at the County Level by Relying on the E-government Platform (Guo Ban Han [20 1 1]No.), and effectively include the implementation of the agricultural machinery purchase subsidy policy in the catalogue of government affairs openness and government services. For machines and tools with quality problems and concentrated farmers' complaints and their production enterprises, they should cancel their subsidy qualifications in time according to their management authority to protect farmers' rights and interests. We should continue to do a good job in the statistics and information submission of the implementation progress of agricultural machinery purchase subsidies, implement the information weekly report system, and obtain the implementation progress data of agricultural machinery purchase subsidies through the national agricultural machinery purchase subsidy management software system.
