In the spring of 1941, due to the economic blockade imposed by the Kuomintang reactionaries on the Shaanxi-Gansu-Ningxia border region and the anti-Japanese base area at that time, the outside materials could not be brought in. Therefore, the Central Committee of the Communist Party of China ordered the 359th Brigade of the Eighth Route Army to station in Nanniwan, and began to open up wasteland to help themselves.
