The term "urban planning area" as mentioned in these Regulations refers to the urban areas, suburban areas and urban administrative areas that need planning control due to urban construction and development. The specific scope of urban planning area should be defined in the overall urban planning. Article 3 Urban planning shall be under centralized leadership and unified management.

Ningbo city planning management department is in charge of the city's planning work. County (city) planning and management departments are in charge of urban planning within their respective administrative areas, and are professionally guided by higher-level planning and management departments.

The municipal planning administrative department may, according to the decision of the Municipal People's Government, set up an agency in the urban planning area of this Municipality, and its specific responsibilities shall be separately stipulated by the Municipal People's Government.

Town (township) people's governments and sub-district offices in urban planning areas shall assist the planning and management departments of cities and counties (cities) to implement unified management. Article 4 All kinds of development zones approved for establishment in urban planning areas shall be incorporated into the overall urban planning. The urban planning of the Development Zone shall be under the unified management of the planning administrative department of the city and county (city).

The urban planning of Ningbo Economic and Technological Development Zone (Ningbo Bonded Zone) and Ningbo Daxie Development Zone shall be implemented in accordance with the relevant provisions of the Regulations of Ningbo Economic and Technological Development Zone and the Regulations of Ningbo Daxie Development Zone. Fifth planning, land management, environmental protection, urban construction, housing management, municipal utilities, water conservancy, industry and commerce, ports, transportation, cultural relics management and other departments. Chapter II Formulation of Urban Planning Article 7 Urban planning is the basis for various urban constructions and the implementation of planning management. City planning must be prepared and approved according to legal procedures. Without legal procedures, no unit or individual may change or abolish the approved urban planning without authorization. The overall urban planning should be coordinated with the territorial planning, regional planning, river basin planning and overall land use planning.

Article 9 The preparation of urban planning is divided into two stages: master planning and detailed planning. On the basis of overall urban planning, zoning planning should be made. Article 10 Detailed planning is divided into regulatory detailed planning and constructive detailed planning.

The regulatory detailed planning within the urban planning area shall be completed within three years after the approval of the overall urban planning; The regulatory detailed planning of cities and towns without districts shall be completed within two years after the approval of the overall urban planning.
